Infrastructure Gateway Limited (IGL) is the UK’s largest independent multi utility infrastructure provider, assisting in the end to end process of Tendering, Design and Installation of utility networks for all of the National Housing Developers and the wider construction industry. Join our Technical Team as a Technical Manager and you’ll be a big part of a team completing meaningful work.
Job Summary
We are looking for a Technical Manager to oversee the end-to-end tendering and pre-construction process for multi-utility housing and commercial projects, ensuring accurate cost estimation, effective team management, and seamless project planning. Key responsibilities include leading the estimating team, managing pre-construction activities, and coordinating with Business Development, Contracts Managers, and clients to support successful project delivery.
What you'll be doing
As a Technical Manager, you will have the following accountabilities:
* Lead, mentor, and manage the estimating and pre-construction teams to drive performance, professional development, and alignment with company goals.
* Oversee tendering and pre-construction processes, ensuring timely, accurate, and commercially viable quotations that meet client and SLA requirements.
* Review project enquiries for utility infrastructure alignment and validate scopes, pricing accuracy, and feasibility of proposals.
* Coordinate internal teams to ensure efficient quote turnaround and collaborative delivery across departments.
* Conduct regular performance reviews, identify training needs, and foster a high-performing technical team culture.
* Develop, track, and report on KPIs for both the Tendering and Pre-Construction teams.
* ·Provide strategic input on major project variations and support resolution of technical and commercial challenges.
* Liaise professionally with internal stakeholders, clients, and external partners to maintain clear communication and alignment.
* Review and interpret utility network studies using industry-standard tools (e.g. Synergy, Windebut, GasWorks).
* Ensure compliance with current legislation, technical standards, and industry best practices.
* Manage the tendering of large or multi-phase developments, ensuring strategic and technically sound offers.
* Support the completion of design submissions and ensure correct data entry into internal systems.
* Implement and monitor continuous process improvements, documenting workflows and recommending changes to leadership.
* Maintain accurate records including the Pre-Construction diary, health & safety documentation, and handover packs.
* Provide regular updates and management information to senior leadership, including the Head of Technical and Business Development Director.
Who we're looking for
You will have the following:
* Minimum of 5 years’ experience in Estimating and Pre-Construction, ideally within the ICP/IDNO industry.
* Ability to independently produce accurate estimates and train junior team members.
* Strong understanding of tendering processes with attention to detail and accuracy in documentation.
* Experience using AutoCAD and Microsoft Office (particularly Word and Excel).
* Prior experience in a project management environment is desirable.
* Strong organisational skills and time management.
* Problem-solving mindset with the ability to work both independently and as part of a team.
* Effective communicator with good listening skills and a collaborative approach.
Education / Qualifications
* Proficient IT skills, particularly in Microsoft Office applications (Word, Excel, Outlook).
* A degree in Mechanical, Electrical, or Civil Engineering, or a closely related discipline.
* Registration with a relevant engineering, such as Engineering Technician (EngTech), Incorporated Engineer (IEng), or Chartered Engineer (CEng) status.

About us
Our head office is based in Kettering, Northamptonshire. We have been working with developers providing them with the expertise to deliver the utilities on construction projects since 2003. We work with a large range of house builders and construction companies installing Water, Gas, Electricity and Fibre to their site's, on time and on budget. We have gained MURS accreditation (Multi Utility Recognition Status) which allows us to do a mix of design work and construction of utilities giving the client a variety of options for delivering part or all of their services, onsite and offsite.
