We are seeking a Security Cleared Delivery Manager (SFIA Level 4) to support a large scale digital transformation programme within a central government environment, focused on improving engineering capability, service delivery, and operational outcomes across a complex organisation.
This role sits within a multi-disciplinary delivery function and requires a hands-on delivery professional who can drive delivery end to end from inception through to formal sign-off with direct ownership of governance, acceptance criteria, and definition of done.
You will operate in a fast-paced Agile environment, coordinating across technical and operational teams to ensure consistent, high-quality delivery aligned to programme priorities.
Delivery & Agile Management
* Drive end-to-end delivery of backlog items from inception through to formal sign-off
* Operate and optimise 2-3 week sprint cadences (planning, tracking, reviews, retrospectives)
* Maintain delivery artefacts including Jira boards, backlogs, and sprint outputs
* Ensure delivery is measurable, visible, and aligned to programme priorities
* Own and enforce definition of done and acceptance criteria
Planning, Governance & Reporting
* Create and maintain delivery plans to drive programme outcomes
* Own and manage RAID logs (risks, assumptions, issues, dependencies)
* Lead governance processes, ensuring delivery meets required standards and controls
* Deliver clear and consistent reporting across dashboards and governance forums
Stakeholder & Team Coordination
* Coordinate multidisciplinary teams across engineering, architecture, UCD, service management, and business design
* Engage with stakeholders to align delivery priorities and outcomes
* Manage cross-team dependencies to deliver integrated solutions
Service Transition & Delivery Oversight
* Provide delivery leadership across service transition activities, including planning and governance
* Ensure smooth transfer of documentation, processes, and artefacts into live environments
* Track transition progress and escalate delivery risks where required
Product & Backlog Support
* Support backlog prioritisation and refinement with product and business stakeholders
* Ensure delivery aligns with strategic objectives and evolving requirements
Skills & Experience
* Proven experience operating at SFIA Level 4 (Enable) within Delivery or Project Management
* Strong track record of hands-on, end-to-end delivery ownership
* Experience working in Agile environments (Scrum / Kanban)
* Demonstrable experience managing:
o governance
o acceptance criteria
o definition of done
* Experience delivering within complex digital / technology transformation programmes
* Strong stakeholder management across technical and non-technical audiences
* Experience managing RAID logs, delivery plans, and dependencies
* Familiarity with Jira or similar delivery tools
* Experience in public sector / digital government environments highly desirable
* Experience supporting service transition or platform delivery is advantageous
