Job Description:
37 hours per week, working Monday to Friday, in accordance with Council's scheme of flexible working hours. The post holder may be required to work outside normal office hours from time to time.
Who are we looking for?
We are seeking a candidate to join our Neighbourhood Management Team as a Right to Buy and Leasehold Officer within the Housing Services department. Experience in Right to Buy (RTB), leasehold, or housing management is essential. Strong communication and interpersonal skills are required, as you will work with leaseholders, tenants, Housing staff, other GBC departments (Finance, Legal), and external organizations such as solicitors, mortgage companies, and contractors.
What is the role?
* Manage and process all RTB sale applications, including handling enquiries, preparing documents, and communicating with solicitors.
* Provide guidance to tenants/leaseholders on RTB processes, eligibility, and obligations.
* Prepare legal documents, lease agreements, and service charge estimates.
* Handle Section 20 (Landlord and Tenant Act 1985) consultation processes for Qualifying Works.
* Arrange repairs and maintenance as per tenancy agreements.
* Manage arrears, negotiate repayment plans, and handle judgments and forfeitures.
* Advise on post-sale leasehold management, including lease extensions.
* Maintain accurate leaseholder information and update relevant systems.
Who is the person?
* Experience in RTB, leasehold property, or housing management, with good knowledge of leasehold law and housing legislation.
* Excellent numerical skills.
* Ability to work independently.
* Effective communication skills, including clear written communication and formal letter writing.
* Strong customer service skills, with the ability to explain complex processes clearly.
* Structured and logical problem-solving approach, with sound judgment and discretion.
* Effective time management skills, even under pressure.
* High attention to detail, especially with complex financial information.
* Proactive, motivated, and able to work quickly and accurately under pressure.
* Computer literacy with experience in Microsoft Word, Excel, Outlook, and Housing Management systems.

* You must have a full driving licence and access to a car for site visits and meetings.
* Attendance at evening meetings may be required.
This is a full-time role on a temporary contract basis.
