Job Summary
The Building Safety Regulator is Seeking technically qualified professionals to help shape the future of building safety in England. These senior roles offer a unique opportunity to combine deep technical expertise with strategic influence, contributing to the development of national policy, statutory guidance, and operational practice for complex and higher-risk buildings. You will lead technical workstreams, advise on Gateway applications and safety case reviews, and act as a mentor and expert advisor across the organisation. As part of BSR’s Technical Policy Division you will work with government departments, industry, and other regulators to strengthen the building control system and ensure proportionate, risk based decisions that protect people in and around buildings. This is an exciting time to join BSR. As part of this team you will be responsible for shaping an internal culture of high performance and continuous improvement that will help to create cultural change in building safety in England and for the future
Part time working hours are available for this role. We can accept part time applicants who can commit to working a minimum of 30 hours per week.
Job Description
Key Responsibilities;
* As a Technical Strategy Lead you will lead on topics related to Building Control and be responsible for strategic direction, technical developments, operational practice and upskilling of others.
* Plan and prioritise work with divisional colleagues, policy teams and sectors to support strategic developments, operational decision-making and evaluating impact on risk.
* Provide support to operational colleagues on complicated cases which relate to complex and high risk buildings. This could involve writing specialist reports and undertaking expert witness work.
* The post holder will act as principal advisor to caseworkers to support them to manage, evaluate and discharge duties and responsibilities for Gateway 2 applications, Safety Case Reports and enforcement cases, including complex buildings and developments that are in scope of the Building Safety Regulator (BSR).
* Act as a specialist Building Control expert, providing competent advice to BSR and MDTs whilst adhering to the regulators code and within their level of competence.
* To act as an expert witness in cases where contravention of regulations results in legal enforcement action.
* Maintain an expert understanding of the requirements of the Building Safety Act 2022 including the Building Inspector Competence Framework (BICoF), Code of Conduct for Registered Building Inspectors and Building Safety Case Regime

Person specification
Essential Skills & Criteria;
* Proven experience of building control work on complex or higher-risk buildings, including assessing compliance with the Building Regulations and applying regulatory judgement under the new building safety regime (Lead Criteria)
* Knowledge and experience of relevant legislation, approve documents, best practice and guidance with specific reference to a range of building types including complex buildings and HRBs.
* Demonstrable experience of Fire Safety, Structural Safety, Construction Safety, building systems, health & safety and design & construction.
* Experience of assessing compliance against Building Act 1984 (as amended), Building Regulations 2010 (as amended) and other applicable legislation, standards and guidance in relation to complex, non-standard buildings and HRBs.
* Experience of carrying out site inspections, plans assessments and developing and implementing inspection schedules for a range of building types including complex buildings and HRBs.
This role offers a hybrid working pattern where your working week can be split between your home and your local HSE office. Details of which can be discussed prior to taking up the role. This role may also involve occasional travel to other HSE sites with some potential overnight stays.
Qualifications
Level 6 (Degree) qualified in building studies, construction, civil engineering, surveying or other equivalent and relevant subject area.
Class 3 Category H Registered Building Inspector with an updated professional registration
