We are pleased to offer an internal secondment for any staff member currently at risk or who has been identified as in scope for the Phase 1b Operational restructure, to the Business Manager role for 5 months. Reporting to the Deputy Director of Operations/ Deputy Medical Director, there are 3 full time positions based within the new operational wte Business Manager in Acute, PICU, community and Assessment wte Business Manager in Older Adult, Neurodevelopmental/ Children's/Perinatal, Forensic and Psychology and wte Business Manager supporting the Senior Medical Workforce
The successful candidate will be integral to developing this new role within the triumvirates and senior medical workforce and will work within the divisions to support the delivery of the Trust Strategy.
Main duties of the job
Responsible for ensuring that there are mechanisms in place to ensure the Divisional Triumvirate are sighted on and can use the data/intelligence to gain assurance and where appropriate, effectively oversee recovery or improvements of key performance indicators for clinical services.
The Business Manager (BM) will be responsible for ensuring that the appropriate data is available, analysed and presented to the Divisional Triumvirate Team to support business decision making, forging the gap between financial service and business management.
The post holder will provide an increased focus on the delivery of streamlined, efficient and high-quality service provision that are managed and benchmarked nationally, with a focus to constantly improve and sustain performance. This role will lead on the project management of the cost reduction programmes and organisational change.
The BM will support the Triumvirate of promoting a culture that is progressive and transformative, inclusive, and driven by the Trusts core values. The BM will model compassionate leadership and management within the division and play a vital role in developing and implementing the Divisions clinical and business strategy, service developments and business plans in line with the Trusts vision, values, and strategic goals.

Detailed job description and main responsibilities
Business and contract planning and management.
·Co-ordinate the annual planning process for the division and ensure system in place to monitor delivery in year
·Demand and capacity planning and management
·Supporting the monitoring of performance against target / service level agreement (SLA) and reporting this to the DDoO through the divisional business meeting
·Responsible for delivery of performance targets as delegated by the DDoO.
·Responsible for the delivery of internal and external performance targets relevant to each speciality and to support the DDoO in achieving service change as appropriate.
·To provide the Triumvirate a summary of the comprehensive activity and financial reports monthly incorporating relevant SLR and SLA performance for each speciality in liaison with the performance team
·To support performance in relation to achievement of local and national targets.
·To report on performance against all standards for health performance indicators. This will include complex Divisional business marketing and performance information.
·To be responsible for the performance monitoring of activity daily, to support the achievement of the Divisional and Trust’s targets and monitor subsequent actions required.
Operational Management
·Responsible for overall operational management of the speciality/specialities aligned to the Divisional and Trust strategic objectives and relevant business plans.
·Supporting the delivery of internal and external performance targets relevant to each speciality and to support the DDoO in achieving in any relevant service changes to achieve service change as appropriate.
·Develop business corrective action plans, where necessary in liaison with the DDoO.
·To work with junior clinical and administrative teams to ensure key service and Trust objectives are communicated on a regular basis.
·To support the DDoO and Lead Clinicians in all aspects of service delivery and to develop speciality specific scorecards.
·Ensure processes and procedures are in place to achieve national standards in relevant specialities NICE Frameworks, best practice guidance
·To participate in the rolling Division and Trust conference calls and communicate outcomes to peers and senior Divisional staff.
·Deputise as appropriate.
Service planning and improvement
·Identify opportunities and develop plans for service redesign with the DDoO, utilising project management improvement techniques in line with the Trust PMO team.
·Participate appropriately in the development and implementation of the Divisional annual business plans which supports the overall strategy of the Trust.
·Undertake data analysis to forecast trends and changes that affect service delivery, reporting to the Divisional Triumvirate Group
·To prepare and deliver presentations on services to internal stakeholders.
·Responsible for ensuring accurate service data and information is captured in a timely manner and is available for mandatory internal and external reporting.
·Participate in negotiations of service level agreements, as required.
·Action plan negotiation, construction and monitoring where necessary.
Financial management
·Together with finance business partner, monitor financial activity against SLA.
·Take responsibility for delivering cost reduction programmes in discussion with the DDoO and finance business partner.
·Delegated responsibility from the DDoO for service level budget and to ensure budgetary management is appropriately delegated and that all relevant staff are trained and aware of their financial responsibilities.
·Comply with the Trust’s Standing Financial Instructions
·Provide summary monthly exception reports to the DDoO on budget positions across the speciality to support them to discharge their accountability for ensuring internal and external financial targets.
Data analysis, aggregation and presentation
·Responsible for ensuring data is provided regularly in a standard format which can be used without additional analysis for all elements of the business routine business decision making, monthly performance reviews, business planning, strategic planning etc.
·Presentation of data, both written and in power point format to internal stakeholders performance board
·Analyse activity and income data trends to ensure each is accurate and reflects the actual business undertaken.
·Undertake audit work as directed by Triumvirate members, compile and analyse the data and present results, improvement plans and monitor actions effectiveness of MDTs
Staff management and development
·As directed by the DDoO and together with the HR Business Partner, support the line management of staff, and support the overarching plan of the Trust commitment to coach, develop and retain staff.
·Comply with Trust-wide staff management policies and procedures.
·Ensure staff have annual appraisals and Personal Development Plans
·Ensure that staff are deployed in a cost-effective way and that controls are in place to meet key workforce performance indicators on bank and agency, sickness absence reduction, turnover etc.
·Responsible for delivery of a staff experience improvement strategy for delegated area as requested by the DDoO.
·Assist the Clinical Director in the management of medical staffing consultant leave, EWTD compliance
Cost reduction plan management and delivery
·Responsible for the day-to-day running and administration of the cost reduction programmes.
·Work with the DDoO to ensure monthly cost reduction targets are achieved.
·Close partnership working with the wider Divisional team to ensure effective support is in place for all cost reduction plans.
·Interpret data available within the directorate to monitor and track cost reduction performance and to satisfy reporting requirements.
·Write and implement clinical and business corrective action plans, where necessary
·Manage reporting on-cost reduction positions across the Division to support the DDoO to discharge their accountability for ensuring internal and external financial targets, as specified in the business plan, are achieved.
