This is a career-defining opportunity for a strategic, imaginative, and collaborative digital leader! You will unite the digital, data, and technology capabilities across the Greater Manchester Combined Authority (GMCA), Transport for Greater Manchester (TfGM), and Greater Manchester Fire and Rescue Service (GMFRS). Together, we will transform our organization and the Greater Manchester region into a go-to destination for digitally-minded professionals who are passionate about public value and eager to shape the future.
About Us
Our organizations deliver essential services—transport, public safety, regeneration, and economic development—to over 2.8 million residents across the city region. We operate with a clear one team ethos and a shared commitment to creating a more prosperous, fairer, and greener Greater Manchester.
Greater Manchester is a place that does things differently. We are pioneers in devolution, a testbed for innovation, and a region defined by partnership and purpose. As we embark on one of the most ambitious phases of transformation in our history, we are seeking an exceptional leader to help shape a future where everyone can live a good life.
The Role
As the Group Digital, Data and Technology Director, you will:
* Shape a unified DDaT function that spans transport, fire and rescue, and the core GMCA organization. Develop a strategy and delivery roadmap for modern, people-centered, and resilient digital services.
* Lead transformation initiatives to enhance outcomes across the Bee Network, Fire, and the wider Combined Authority. Create digital products and services that support our mission-critical operations.
* Collaborate with stakeholders to establish a unified data and insight capability that strengthens evidence-based decision-making and supports long-term planning.
* Build deep relationships with senior leaders, elected members, and frontline teams. Co-design digital solutions that prioritize customer needs and place-based priorities, while also representing Greater Manchester in regional and national conversations on digital innovation.
The Candidate
We are looking for someone who:
* Is an influential leader with experience in complex, federated environments and a proven track record in shaping and delivering digital and data strategies.
* Has a strong understanding of digital operations and modern service management, coupled with cyber, financial, and commercial capabilities.
* Is an excellent communicator who can simplify complexity, build trust, and influence effectively across diverse stakeholders.
* Brings energy, imagination, and openness, advocating for change and believing in the pivotal role of digital in enhancing public services.
