Cardiff Council is seeking an experienced and permanent Independent Reviewing Officer/Child Protection Conference Chair to join our expanding services for children, young people, and young adults.
This is a part-time position of 18.5 hours per week.
You will join a well-established and dynamic team to continue the excellent work within the Independent Reviewing Service. The role requires relevant experience working with and understanding the responsibilities of an Independent Reviewing Officer and Child Protection Conference Chair. You should also demonstrate skills in chairing and reviewing care plans.
Cardiff is committed to a strength-based and trauma-informed approach. Knowledge of this approach is essential, although training will be provided.
An exciting opportunity is available for a passionate and creative individual to join our new Reviewing Hub, which consolidates our established Safeguarding and Reviewing Service along with other key reviewing services. The Hub's primary functions include the Independent Reviewing Service, Child Protection Conferences, Care and Support Plan Reviews, and other safeguarding functions.
About the Job
The role of the Independent Reviewing Officer and Child Protection Conference Chair is dual, involving reviewing the Care and Support Plans of Children Looked After and chairing Child Protection Conferences. Flexibility in working arrangements is supported in line with Cardiff's flexible working policy.
The Care Planning Placement and Case Review (Wales) Regulations (2015) specify that an IRO must chair reviews for children in adoptive placements prior to adoption orders, those who are looked after under statutory orders or accommodated with parental/young person agreement, and those in Young Offender Institutions under legal provisions.
An understanding of the AFA Cymru Practice Standards and Good Practice Guide, as well as Wales Safeguarding Procedures, is important for this role.

* Minimize drift and ensure consistency in care planning and decision-making.
* Be a registered, experienced Social Worker.
* Experience working with Looked After Children.
* Ability to work under pressure and meet strict deadlines.
* Strong communication and organizational skills.
