From proof of concept to piloting digital solutions to test their scalability, the Senior Digital Solutions Specialist will lead a flexible, delivery resource which will be highly collaborative and focus on delivering excellent digital transformation by breaking down silo thinking in terms of digital and change skillsets (analytical, change, programme and project management) and build a versatile, multi-skilled digital innovation team.

From proof of concept to piloting digital solutions to test their scalability, the Senior Digital Solutions Specialist will lead a flexible, delivery resource which will be highly collaborative and focus on delivering excellent digital transformation by breaking down silo thinking in terms of digital and change skillsets (analytical, change, programme and project management) and build a versatile, multi-skilled digital innovation team.. Responsibilities include:
1. Lead a team of digital solution designers and developers, driving a collaborative and integrated approach to break down traditional silo thinking in terms of analysis, change, programme and project management disciplines.
2. Work closely with the Digital Innovation Lead on planning and prioritisation of work for the function and be accountable for an agreed digital project portfolio to deliver the Council’s digital programme.
3. Ensure the safe delivery and embedding of leading-edge digital solutions into council service operations.
4. Work closely with business stakeholders, transformation colleagues and commissioning, data insight and user experience teams on the development of solution led programmes of work – from initial concept and business case development to structured, planned delivery.
5. Work within the agreed agile digital innovation delivery frameworks and supporting their team to utilise these frameworks.
6. Support their team in the development of their solution design and development skillsets (UX/UI design, low code development, integration, web design, digital workflow design) and identifying opportunities to better align these to anticipated business demands.
7. Embed demand and prioritisation processes in their team to ensure digital innovation support are targeted to areas of greatest business need and benefit in the Council.
8. Keep abreast of opportunities through ‘horizon scanning’ for new leading-edge digital solutions, to introduce new capabilities alongside colleagues in the wider business and digital commissioning teams.
The ideal candidate will have a degree level qualification or equivalent experience in managing innovation, transformation or change activity. We’re looking for a dynamic leader with a proven track record in delivering digitally enabled programmes from concept to completion. You’ll work closely with senior stakeholders to shape digital strategies, build compelling business cases, and implement practical solutions that drive efficiency and innovation. Your ability to troubleshoot challenges, foster trust in digital transformation, and provide proactive support will be key to evolving how our teams work.
