Salary range: £60,000 to £75,000 per annum
Location: Any one of our UK Frazer-Nash offices would be consider for the right candidate.
Working Pattern: We operate a flexible hybrid working pattern at Frazer-Nash, with time split between the office, client sites and working from home.

The UK Regional Trade Controls Lead holds a key position across all KBR’s UK businesses. With overall responsibility for leading and managing the business’s UK Trade & Export Controls team and implementing the UK business’s trade compliance program elements and policies and procedures ensuring they are consistently embedded into business operations and are in-line with the company strategy and growth plan to deliver extraordinary impact through next-generation consulting. The role will engage with KBR US International Trade Controls Office (ITCO) to ensure adherence to KBR company-wide procedures and oversee screening, compliance with sanctions and due diligence for programmes. The role will review all proposed new projects to identify any export control requirements and authorise the project to proceed, subject to any conditions found during the written clearance process. It will oversee export authorisations, technology transfers and record-keeping, including internal audits. The role will require engagement with senior leadership and external stakeholders to ensure compliance best practices are followed and will implement expert guidance and training on trade compliance matters and update the business on regulatory developments.
The UK Regional Trade Controls Lead Responsibilities
Exports licences and other authorisations
* Ensures that controlled technology, software and products are exported from the UK with the appropriate export licences and relevant MoD authorisations
* Liaises with Government Departments to better understand compliance requirements and the nuances of Government approvals, including expediting licence applications
* Maintains copies of and monitors applicable UK and EU export regulations and disseminates relevant changes to applicable personnel
* Oversees the submission of export license applications, classification requests, commodity jurisdiction requests, and advisory opinion requests to the applicable government agency
* Oversees the export requirements of individuals travelling on business
* Oversees the submission of UK Private Venture Grading applications for new technologies, software and products
* Prepares documentation and monitors use of export license exceptions and exemptions
* Oversees the classification of items, technical data, technology and services exported or produced by the business
* Communicates the Company’s record retention Policy related to export compliance documents
* Assists Business Units to determine if transactions are prohibited and whether an export license or other government authorization is required
* Oversees the management of all US export authorisations that apply to UK programmes (i.e. the ITAR and EAR, the US Department of Energy and US Nuclear Regulatory Commission)
Procedural
* Ensures that business processes capture Trade and Export Controls requirements, including any developments in the regulations
* Updates KBR Export Compliance Manual on a regular basis to reflect changes in regulations, personnel, and responsibilities
Approvals, Reviews & Clearances
* Reviews all KBR proposed new projects, including master agreements, joint venture agreements, and proposed follow-on work for existing projects, to identify to the sales and project teams any export control issues to be addressed and to authorize the project to proceed, subject to such conditions as ITCO may identify in ITCO’s written clearance of the project
* Reviews and approves new business opportunities that have been identified as requiring overseas involvement, including Simplified New Pursuit forms for Proposal and Execution Stage clearances
* Assists in reviewing, drafting, and negotiating export compliance provisions in appropriate KBR contracts
* Oversees Denied Party checks and due diligence screening for KBR programmes
Training and Awareness
* Promotes awareness and works with employees so that they have an understanding of their compliance responsibilities and the tools to comply with Procedures. This includes creating, implementing and presenting training material, sector-specific briefings and inductions for new employees.
Audits
* Undertakes UK Government audits for the KBR UK and Frazer-Nash Legal entities
* Assists in conduct of UK regional audit program to monitor compliance with company export compliance procedures, including compliance with record-keeping requirements
Customer-facing
* When necessary, initiates customer or subcontractor engagement and provides high-level export guidance to enable compliance throughout the supply chain
* Understands and promotes the KBR shared values and company culture and helps to ensure that it remains a safe, supportive, and inclusive place to work whilst encouraging and cultivating an environment in which continual business and process improvement is the norm.
* Networks across the company building effective relationships with internal and external stakeholders, and customers as may be required.
Person Specification
* Extensive knowledge of international Trade and Export Control Regulations and Sanctions, gained from working in the defence, nuclear and other dual-use sectors
* Comprehensive knowledge of UK & US export laws and regulations (i.e. the ITAR and EAR, the US Department of Energy and US Nuclear Regulatory Commission)
* Experience of MoD processes
* Extensive experience implementing and managing trade compliance programmes
* Comprehensive understanding of business processes and their interaction with Trade and Export Control requirements
* Excellent relationships with the relevant Government Departments and other relevant Trade bodies
* Proficient team management skills
* Skilled in interpersonal and communication skills; able to interact at all levels within the company
* Consultancy, or professional services experience.
Due to the nature of the work that Frazer-Nash Consultancy undertake, candidates will be required to undergo pre-employment screening and must be able to satisfy clearance criteria for UK National Security Vetting.
