Overview

Vacancy information for the Financial Investigator role within the Surrey and Sussex Police Specialist Crime Command, Economic Crime Unit. Status: Full Time (part-time and flexible working considered subject to organisational requirements). Location: Horsham Police Station and Lewes HQ. Salary: Grade 11 (£39,813 - £43,920). Starting salary typically at the bottom of the range and pro‑rated for part time.


The Role & Key Responsibilities

An opportunity has arisen in the Surrey and Sussex Police Specialist Crime Command, Economic Crime Unit as a Financial Investigator.

Key responsibilities include:

* Support Divisions/Forces in targeting criminals and assisting with financial enquiries in respect of major investigations and other suitable investigations through financial investigation.
* Identify and pursue opportunities for recovery of criminal assets by confiscation and civil recovery powers to disrupt criminal activity.
* Act as a point of reference for Divisional and Force-wide Officers on financial investigation; assist with referrals to the Economic Crime Unit and liaise with financial institutions.
* Prepare complex reports and statements from financial intelligence; provide expert evidence at court and negotiate asset removal through confiscation.
* Prepare prosecutors statements, deal with defence responses, brief CPS and Prosecution Counsel, and present evidence in court as a witness.
* Lead financial investigations in appropriate cases, including criminal lifestyle offences (e.g., drug trafficking, people trafficking, brothel keeping, counterfeiting, blackmail, inchoate offences).
* Develop financial profiles of subjects using restricted and open sources; analyse financial evidence and intelligence.
* Take responsibility for the financial aspect of designated operations, liaising with case officers and assisting with investigations.
* Identify opportunities for recovery of criminal assets via prosecution, confiscation or civil recovery, utilising Part 5 powers for forfeiture of cash, funds, assets and crypto-currency.
* Assess suitability for orders under the Proceeds of Crime Act 2002 and arrange requests for such orders in consultation with the Crown Prosecution Service.
* Prepare Part 8 Investigative orders under POCA and related documentation for Crown Court approval.
* Deliver training on financial investigation and ensure awareness of relevant legislation.
* Undertake other duties appropriate to the grade as required, including duties of similar or lesser graded posts.


Skills & Experience

* Experience in leading investigations, ideally relating to financial offences; ability to produce clear, concise court-ready reports and present them.
* Good oral communication skills to present evidence in court and advise others on financial investigation matters.
* Excellent interpersonal skills to build relationships with staff and the public.
* Proficiency in MS Office 365 and the ability to design and prepare reports, spreadsheets, graphs and diagrams.
* Ability to assimilate and analyse large quantities of information and make sound judgments; strong planning and time management skills.
* Knowledge of current legislation (POCA, PACE, NIM, MoPI, Criminal Procedure Rules, Human Rights) and ability to work under pressure and meet deadlines.
* Willingness to travel as required; driving licence preferred.

Note: If not qualified as an accredited financial investigator, the contract will be subject to a learning/training agreement.


Desirable Skills and Experience

* Fully NCA accredited financial investigator with current Part 2, 5 and 8 powers; or partially accredited; or NCA accredited financial intelligence officer.
* Knowledge or experience of police systems and procedures.
* Full UK manual driving licence and willingness to travel as required.
