Job Title: Mini Digi Hubs Project Officer

Purpose and Function of the Post
The project officer will work exclusively on the PEACEPLUS funded project Mini Digi Hubs. This involves representing Ards and North Down as one of six cross-border partners on the East Border Region (EBR).
Principal Duties and Responsibilities
1. Represent Ards and North Down on the cross-border partnership the East Border Region for the Mini Digi Hubs project, and update/report to the Creative and Digital Development Officer.
2. Assist in the delivery of refurbishing Comber Community Centre into a mini IoT (Internet of Things) themed Digi-Hub as part of an East Border Region Digital Hub Infrastructure, enhancing social services and economic development.
3. Assist in procurement and management of contracts related to the animation of the Comber Community Centre.
4. Help compile accurate records of budget management, monitor expenditure, and ensure compliance with financial processes.
5. Assist in the preparation of payments to suppliers for project delivery.
6. Assist in procurement and management of all delivery agents, following Council and EU procurement guidelines.
7. Support marketing efforts for the facility to promote the project in line with Council priorities, including managing contracts with delivery agents.
8. Stay updated on digital transformation trends, especially IoT, and drive the project to maximize the potential of the Comber Community Centre as an IoT exemplar.
9. Ensure project milestones are met within budget and scope.
10. Assist in preparing briefing papers, project documentation, council reports, and presentations.
11. Promote best practices in project management across the Council.
12. Comply with and promote equality, health, and safety policies.
13. Perform any other duties reasonably required.
Personnel Specification
Qualifications
* Essential: HND or Foundation Degree or equivalent.
* Desirable: Degree or relevant qualification.
Experience
* Essential: Minimum 2 years in project delivery, budget management, and contract management.
* Desirable: 5 years relevant experience.
Key Skills & Abilities
* Effective management of external teams.
* Prioritization and multitasking skills.
* Financial management skills.
* Proficiency in Microsoft Office.
* Excellent communication and interpersonal skills.
* Desirable: Knowledge of Power BI and digital transformation, IoT.
Other Requirements
* Willingness to work flexible hours and travel.
* Full driving license and access to transport.
