The post holder will report to the Director of Development and assist them with the preparation, revision and delivery of the company's Business Plan and development programme in line with STAR Housing and CDL corporate objectives. Responsible for ensuring all technical site surveys are undertaken and analysed and risks highlighted in terms of deliverability, time or cost of a scheme from initial feasibility to practical completion to deliver the company's development programme. Take responsibility for agreed and varying elements of mainstream activities including pre and post contract management of development schemes and liaison with the building contractors, residents, developers, consultants, solicitors, local authorities, town and parish councils, communities, potential customers, Homes England and other internal and external stakeholders, as necessary. Help ensure the activities of STAR Housing and CDL are carried out to the highest standards of integrity and professionalism in accordance with the legal and statutory requirements, regulatory regulations and requirements, best practice. Keep up to date with relevant legislation, regulatory guidance, good practice and industry standard expectations. The post holder will be: reporting to the Director of Development who is in turn responsible for your health and safety, training and development. responsible for growing the technical talent of a small number of development professionals (less than 5) within the Development Team. expected to support the Director of Development to proactively seek and secure land and other development opportunities for STAR Housing and CDL in accordance with the Business Plan and Corporate Plan objectives. CDL's/ STAR Housing lead for all infrastructure and superstructure build and design technical matters associated with pre-contract works Oversee technical project management Client side from inception to completion of each scheme with Development Director oversight, including reviewing consultant's project management plans and appointment documents, specifications and drawings and overseeing financial management of projects including reviewing and approving certificates and invoices. A ct as Project Lead on all pre-contract matters London Road Innovation Scheme and other specialist Development Projects. Lead on all technical aspects of CDL Development programme including reviewing key documents including Flood Risk Assessments, Ground Investigations, Ecology, Tree, Drainage and other strategies prepared by consultants, advising on key technical issues and risk and sharing knowledge and insights to enhance the technical ability of the Development Team. STAR Housing/CDL lead for the development and submission of planning application and ensuring all planning Review health and safety risks and designers risk assessments Client side on projects in accordance with CDM regulations and funder requirements with appropriate support from the Principal Designer. Take responsibility and provide technical/commercial knowledge and make decisions to control CDL exposure to risk with AD of Development support as necessary. Advise and update the Development Director of any possible changes to scope, circumstances, or programme that may impact on cost and agree mitigating actions. Develop, manage, maintain and update CDL/STAR Housing tender documentation and employer's requirements and lead on main contractor procurement for each development project, ensuring adherence to procurement rules and regulations. Be conversant with CDL/STAR Housing Procurement policies and procedures and ensure document control of the projects undertaken is maintained. Liaise with Framework Consultants, Contractors and other project professionals on a project basis through meetings and conference calls etc., keeping appropriate notes of all meetings as necessary. Work with the Senior Development Manager to delegate workload and monitor delivery of projects and provide technical training and mentoring of other team members. Report to the Director of Development on a daily, weekly and monthly basis to enable planning of sufficient resources to ensure timely project delivery. Undertake site visits and oversee consultant site surveys and inspections of sites following the review of consultant surveys and investigation reports. Work with the Development Team and the Sales and Aftercare Team to prepare and report on schedules of defects and to certify rectification of any snagging items before handover. To oversee handover and defects inspections, record defects and ensure they are post inspected to obtain the Certificate of Making Good Defects.
