Job Duties

About the Position:

The Virginia State Police (VSP) is seeking to hire a Grants Accounting Manager in our Property and Finance Division at State Police Headquarters in North Chesterfield, Virginia. The job duties for this position include but are not limited to:

• Manages the financial reporting, federal grants, asset forfeiture, disaster recovery and special finance projects of the Department.
• Develops and administers cross training plans and/or develops desk procedures for subordinate staff to ensure continuity of operations.
• Periodically prepares and provides training related to asset forfeiture matters.
• Advises the Property and Finance Officer as directed by said Officer, the Superintendent's Office, Office of the Secretary of Public Safety and Homeland Security, and members of the General Assembly staff, and state or local agencies related to Department of State Police asset forfeiture matters.

Minimum Qualifications

Knowledge:

• Of Generally Accepted Accounting Principles (GAAP) and practices and their application to financial reporting, fund accounting, and internal control requirements and procedures.
• Of supervisory principles and practices.

Skills:

• In operating computers and using Microsoft Office applications, databases, and automated accounting applications/systems.

Ability:

• To analyze complex and unusual financial and/or other business data and propose solutions.
• To apply sound management principles and techniques.
• To maintain workload and meet deadlines, while ensuring compliance with internal control requirements.
• To assemble, analyze, and prepare reports and statements covering complex financial data.
• To supervise a staff of professional accountants to include delegation of work, training and performance management.
• To work collaboratively; to effectively communicate verbally; and in writing in English.
• To interpret federal, state and Agency policies and procedures.
• To develop accounting policies, procedures and guidance documents.
• To resolve complex accounting issues and make independent and logical decisions and/or recommendations.
• To prepare complex, comprehensive financial spreadsheets and statements.
• High school diploma or equivalency.

Additional Considerations

• Working knowledge of human resource management preferred.
• Training or experience in public administration, accounting, business or related field preferred.
• Certified Public Accountant (CPA), Certified Governmental Financial Manager (CGFM) or Certified Management Accountant (CMA) is preferred.
• Governmental financial accounting and reporting knowledge related to grants are preferred.
