Location: Ideally this role will be based out of Milton Keynes or London Waterloo, however office location can be flexible. This role is a full-time opportunity, flexible working patterns will be considered.
As Strategic Property Programme Manager, you’ll lead high-profile property programmes for Network Rail, working with Platform4 (Network Rail's property development company) and regions to deliver strategic projects like Liverpool Street station redevelopment. As well as manage a portfolio of commercial property projects that are within the railway boundary - referred to as retained land projects - acting as the Client for Platform4.
As Strategic Property Programme Manager, you’ll lead the delivery of high-profile property programmes that shape the future of our organisation. This is a hands-on leadership role where you’ll manage complex projects from start to finish, ensuring they meet scope, budget, and quality standards while driving real operational and financial benefits.
A key focus will be working in partnership with Platform4 and Network Rail Regions to deliver strategic projects, including flagship developments such as Liverpool Street station - this entails defining the commercial opportunity and station requirements, navigating project approvals including DfT and HMT, and going to market to secure a development partner.
On retained land projects, you’ll act as the client, providing regional sponsorship and managing local interfaces and operational outcomes, while Platform4 acts as the development partner to bring schemes to market. Your work will require close collaboration across teams and stakeholders to ensure these initiatives are aligned with organisational priorities and deliver maximum value for Network Rail, the taxpayer, and our communities.
You’ll develop investment plans that support our ambitious property strategy, embed best practice across all projects, and champion continuous improvement. Acting as the go-to expert for project risks and negotiations, you’ll keep projects on track and maintain exceptional customer service.

Exceptional knowledge of programme and project management, controls, processes, and systems.
Proven experience of leading and managing property development schemes.
Proven experience in managing and developing teams to achieve high performance.
Excellent interpersonal, management and communication skills.
Chartered status or qualification in project and/or programme management, or demonstrable relevant experience.
Next Steps : Interviews will be held from week commencing 8th December depending on business requirements.
