We are recruiting for a Safety and Security Manager for Hull Trains, to work as part of our Safety, Security and Sustainability Team which supports all three companies.
1. You will support the development of the Safety Management System (SMS) ensuring that it remains compliant with legislation, including UK Health, Safety, Security and Environment legislation as well as railway standards and guidance.
2. In this role you will be dedicated to Hull Trains, however there will be some cross-cover for colleagues during annual leave, with all aspects of health, safety, security and environment.
3. The development of effective relationships with stakeholders and / or interfacing companies, particularly Network Rail, RSSB, British Transport Police (BTP) and the Office of Road and Rail (ORR).
The key accountabilities of this role are:
4. To provide guidance and support on the day-to-day application of SMS arrangements and implement improvements where appropriate.
5. Lead on security and owning the security procedure, supporting Service Delivery Directors (in their role as Head of Security) at each company.
6. Undertaking planned audits as part of the annual audit plan.
7. Managing the process for investigations into occupational safety adverse events, including providing support to investigators.
8. Working with the other Safety and Security Managers to ensure the risk assessment library is maintained, reviewed and kept up to date. Support and develop others in the company to undertake risk assessments.
9. Monitor safety, security and environmental trends and highlight where adverse trends may emerge so mitigation measures can be put in place.
10. Provide support and guidance on the application of the SMS, escalating matters where necessary to Head of Safety, Security and Sustainability.
11. You will be responsible for identifying changes within Hull Trains that may trigger the safety management of change process, supporting managers to fulfil their responsibilities.
12. Support with the implementation and delivery of actions within the safety, security and environment plan.
13. Support in developing and maintaining its safety, security and environment risk register using RSSB risk tools where required.
14. Support with the safety aspects associated with the rollout of innovative projects. ETCS, where necessary.
15. Maintain the SMS, ensuring it remains compliant with relevant legislation, industry standards and best practice whilst driving continuous improvement.
16. Ensure that the recording, reporting and investigation of accidents and incidents is conducted in accordance with the SMS and industry regulations.
17. Act as ‘Nominated Security Contact' for Hull Trains.
18. Review and maintain the Occupational Adverse Event Investigation and Recommendations Tracker ensuring that all actions are tracked to closure and raising concerns where required to the Head of Safety, Security and Sustainability.
19. Work with the Head of Safety, Security and Sustainability and the Service Delivery Director in the delivery of any changes relating to the Train Operators Security Plan (TOSP). Ensuring Hull Trains is prepared for and able to react in a timely manner to any security related issues at a business or national level.
20. Compiling and writing reports as required.
21. Act as Document Controller for Hull Trains, with support from the Safety Analyst.
22. Undertake on-call and contingency duties.
The knowledge or experience you will need:
23. A formal safety management qualification (equivalent to NEBOSH general certificate or working or be willing to work towards).
24. Lead Auditor qualification (preferably to ISO 45001, if not then ISO 9001 or ISO 14001) is highly desirable.
25. Security and / or Business Continuity and Emergency Planning qualifications are desirable.
26. Experience in a safety or risk management role, preferably with three years' experience of such a role in rail or another highly regulated industry.
27. Knowledge of security management requirements and proactive monitoring.
28. Understanding and experience of change management and safety validation processes.
29. Ability to understand health, safety, security and environmental legislation and explain this to others.
30. Excellent communication skills, both written and verbal, with the ability to influence others at all levels.
31. Experience of writing safe methods of work and safety procedures is highly desirable.
32. Able to use all Microsoft Office programmes.
33. Ability to work on own initiative, self-motivated and able to set and achieve demanding targets and objectives, and report upon them.
