Job Title: Head of Service for ASC In-House Provision
Location: County Hall, Beverley / Flexible working
Salary: Grade 11
Contract Type: Permanent
Working Pattern: Monday - Friday, 37 hours per week (Requirement to form part of on-call rota for senior leadership team for evenings and weekends)

The East Riding of Yorkshire Council is proud to lead a range of in-house adult social care services which support residents in their own homes, in the community and in residential care. Following re-organisation of services, a new and exciting opportunity has arisen for the role of Head of Service for our Adult Social Care In-House Provision. This role will involve leading and overseeing a significant number of care and support services, of which many are CQC regulated, and be accountable for ensuring all are safe, effective, caring, responsive and well led. You will report to the Director of Adult Specialist Services who also holds the role of nominated individual with the CQC for these services.

Working as part of the Council's Adult Social Care and Health directorate, you will work closely with colleagues across all aspects of the social care system, making sure that in-house services are meeting the needs of individuals and are strategically aligned with Council priorities for commissioning of social care services.

The role will oversee and lead a workforce who are providing front-line social care delivery to East Riding residents through services including domiciliary reablement, residential care, day opportunities, telecare response and extra-care. Our services support adults aged 18+ with a wide range of care and support needs including learning disabilities, autism and neurodiversity, physical disability, older age, memory impairment conditions and mental health needs.

You will be accountable for service delivery at the highest standards and continue to develop new and innovative ways of providing care and support, with co-production at the heart of every initiative. You will be a confident and dynamic leader with a commitment to a culture of learning and positive change amongst the workforce.

You will hold a key interface with senior leaders who oversee social work activity within the directorate, collaborating with them on complex cases to meet identified care and support needs within in-house services. In addition to this you will be required to work closely with colleagues across the wider Council and with key partners, including health services, to achieve the best outcomes for individuals.

As Head of Service, you will be responsible for managing the significant budget allocated to these services, demonstrating prudent use of public funds, value for money and identifying future financial needs. You will be required to evidence performance of services to the nominated individual and governance boards within the Council. It is essential the successful post holder has a strong awareness of the costs of delivering social care services, both building-based and community led, with a clear sense of business acumen.

This role will be subject to an enhanced DBS check with adult barred list check and requires the applicant to travel independently around the East Riding area to complete visits to services and attend meetings.
