It is now an exciting opportunity to join HM Land Registry as the Head of Systems Value on a fixed term appointment for 2 years and possible extension to a permanent placement.
Job description
As the Head of Systems Value, you will combine user research and business analysis to drive evidence-based decision making across HM Land Registry. You will be responsible for building and leading a cross-disciplinary team that integrates qualitative user insights with quantitative business metrics to inform product strategy and organisational priorities.
By utilising your expertise in both research methodologies and business analysis, you will establish frameworks for connecting user needs to business outcomes, lead research initiatives through the product lifecycle and partner with executive stakeholders to influence strategic direction.
You will work with teams across the Customer and Strategy group, helping create a more holistic approach to strategy, enabling more efficient resource allocation and consistent, insight-led decision-making across the organisation.
Key responsibilities
Build and lead a high-performing team of User Researchers and Business Analysts, fostering collaboration and knowledge sharing between disciplines
Lead the development and growth of a cross-disciplinary Community of Practice for decision support, research, and insights, bringing together practitioners from across the organisation
Establish frameworks and methodologies for integrating user insights with business metrics to inform strategic decision-making
Drive research initiatives across the full product lifecycle, from discovery to post-launch evaluation
Translate complex research findings and business analysis into clear, actionable recommendations for stakeholders
Partner with Product, Engineering, and Executive teams to influence product strategy and business direction
Essential skills
Extensive experience in user research and/or business analysis, with significant experience in a leadership role
Track record of building and scaling research/analysis functions in fast-paced environments
Strong understanding of both qualitative and quantitative research methodologies
Experience with business modelling, market analysis, and strategic planning
Proven ability to influence senior stakeholders through data-driven insights
Strategic mindset with ability to connect user needs to business outcomes
Excellence in research design, execution and analysis across multiple methodologies
Strong business acumen and financial literacy
Outstanding communication and storytelling abilities
Experience in mentoring and developing team members
Location
Expectation is to be working from the advertised office 60% of your time across the month (typically 3 days/week), hours are flexible and condensed hours are an option.
