South Yorkshire Mayoral Combined Authority is embarking on a major programme to modernise, integrate and improve its core corporate functions. The Corporate Services Transformation Programme (CSTP) is a flagship organisational change initiative, designed to strengthen how we work across finance, people services, governance, digital, asset management, performance, procurement and more.
As our Corporate Services Transformation Programme Manager, you will play a pivotal role in defining, scoping, structuring and driving delivery of this ambitious programme. Working closely with the Director of Corporate Services Transformation and senior leaders across Resources and Investment, you will ensure that transformation activity is prioritised, governed, sequenced and delivered with clarity and confidence.

About the role
You will shape the CSTP roadmap, ensure alignment of workstreams, provide strong programme governance, and give senior leaders a clear line of sight over progress, risks and benefits. You will help turn organisational priorities into well‑defined initiatives, ensuring they are achievable, strategically aligned, and delivered at pace.
Key responsibilities include:
* Working with Directors across corporate services to shape workstream plans, align resources and ensure visibility of delivery timescales and costs.
* Coordinating engagement with function leads to turn organisational and service priorities into clear, well‑defined initiatives that sit outside routine BAU activity.
* Overseeing delivery across the programme, ensuring progress, risks and blockers are visible through structured checkpoints and portfolio reporting.
* Ensuring system development requirements across workstreams align with SYMCA’s digital strategy and integrated ERP approach, and that proposals are well-evidenced, compliant and governed.
* Providing corporate oversight of major transformation and statutory programmes (such as ERP, CRM, Bus Franchising and Fire & Rescue integration) to surface dependencies and manage cumulative impacts.
* Establishing and managing a programme management function with clear priorities, processes and scalable capacity to deliver large‑scale transformation.
* Producing high‑quality senior‑level reporting, translating complexity into clear insights on progress, risks, benefits and capacity.
About you
We are looking for a confident, collaborative and highly organised programme manager who can work across a wide range of functions, navigate complexity, and bring a firm grip to programme structures, risks and reporting. You will be comfortable influencing senior leaders, solving problems and ensuring clarity in fast‑moving environments.
You will bring:
* Strong programme and project management expertise, supported by a relevant qualification or equivalent experience.
* Experience establishing and/or managing programme management functions or portfolios.
* Confident stakeholder engagement skills and the ability to translate complex information into accessible insights for senior audiences.
* Experience coordinating resources and aligning activity across multiple initiatives or programmes.
* Strong analytical and problem‑solving skills with the ability to manage competing priorities.
* Knowledge of digital transformation in local government or combined authorities (Desirable).
* Familiarity with CRM, ERP or large‑scale business systems, or ITIL Service Management (Desirable).
