The Maritime and Coastguard Agency (MCA) is seeking an Emerging Technologies Framework Lead. Based within the UK Technical Maritime Services Directorate (UKTMS), Future Technical Standards has the responsibility for developing and maintaining UK technical objectives and regulations for safety and environment issues associated with ships and vessels of all sizes. You will be responsible for developing technical and regulatory objectives around autonomous vessels and innovative technologies. Working with colleagues from across the Maritime and Coastguard Agency (MCA) this role will ‘sit’ at the edge of the existing regulatory frameworks, identifying gaps that hinder or block maritime innovative developments. You’ll work to develop the frameworks to enable innovative designs to operate safely, securely and effectively within the UK. Areas for development include the regulation of novel technologies and designs, supportive maritime testing environments and exploration of the use of inland waterways by innovative maritime technologies.

As the Emerging Technologies Frameworks Lead, you will drive legislative and non-legislative frameworks that support the introduction of emerging technologies before their transition to ‘business as usual’. You will use your expertise to lead, manage and develop MCA objectives and regulations to keep the UK at the forefront of innovation. You will represent the UK Government and understand maritime and environmental impacts to ensure timely regulatory provisions for maritime innovation.
Responsibilities
* Leading delivery of assigned subject areas, providing oversight of Future Technical Standards objectives and managing risks through effective mitigation.
* Leading or contributing to developing and implementing subject‑specific objectives and regulation, ensuring a safety‑focused, consistent and proportionate regulatory framework for UK merchant ships, particularly for emerging technologies.
* Representing the MCA and/or UK at internal/external and international meetings and working groups, including drafting and presentation of substantive papers.
* Working collaboratively and provide a focal point for industry and MCA on UK objectives.
* Work closely with survey and inspection colleagues, analysts, lawyers and other Government colleagues ensuring timely implementation of regulations, codes and guidance.
* Work with the Innovation Hub to identify, develop and maintain an awareness of national and international political and policy context, through discussion with stakeholders.
* Keep pace with industry developments to address questions on new and emerging technologies, providing advice to senior managers within the MCA, government departments and Ministers.
* Working with the Assistant Director and colleagues to provide leadership to Future Technical Standards and act as a role model to support development across Future Technical Standards.
