£250.00 per day (umbrella rate)

Currently recruiting for a temporary Pre-Construction Officer on an initial 12-month basis, with the possibility of a 12-month extension. Please note that this post requires the successful individual to be based on site for 1 to 3 days per week.
The role:
Harlow Council is looking for a proactive and well‑organised Pre‑Construction Officer to support the delivery of its ambitious capital works programme. Working as part of the Pre‑Construction Team, you will provide essential administrative, coordination and project support throughout the pre‑construction phase of major refurbishment and component replacement works to occupied council homes, including low‑ and high‑rise residential blocks. The programme will deliver major refurbishment and component replacement projects at speed and scale to occupied council homes, including low- and high-rise blocks within the context of The Construction (Design and Management) Regulations 2015 and Building Safety Act 2022. Partnering with internal and external stakeholders, the Pre-Construction team will develop and prepare the programmes of work for the next few years and ensure that projects are scoped, costed and compliant. This role would suit someone with experience in construction, housing, capital works or property refurbishment environments.
Key responsibilities:
* Provide administrative and coordination support to the Pre‑Construction Team across multiple projects and dimensions
* Maintain systems and trackers to record the Pre-Construction Team’s activities and progress
* Coordinate site investigations, surveys and inspections, including arranging access and liaising with external consultants and residents where required
* Support the scoping and development of projects by collating information and maintaining project documentation
* Support the smooth handover of fully developed and compliant projects from Pre‑Construction to Delivery teams
* Assist with leaseholder and resident consultation activities, including preparing correspondence, organising meetings and maintaining consultation records
* Maintain accurate project files, registers, risk logs and compliance information in line with statutory and Council requirements, including the Golden Thread
