What you’ll be doing
The Market Design Analyst plays a key role in shaping and guiding the evolution of the retail energy market in Great Britain. Operating as part of the Design Authority for the Retail Energy Code, this role supports the design of the REC and REC Services ensuring they are coherent, consumer-centric, operationally viable, consistent with regulatory and technical frameworks and aligned with broader strategic objectives.
You will lead on the design and review of proposals that impact the functioning of retail market arrangements and maintain a strong interface between policy, strategy, business process, technical, assurance and implementation requirements.
As part of a multidisciplinary Market Design Team, you are responsible for leading design thinking and analysis to enhance the Retail Energy Code and its services. This will involve close collaboration with design leads, senior stakeholders, internal teams (such as data, technology and strategy teams), project teams, REC service providers and REC stakeholders to deliver cohesive enhancements to the retail energy market, in accordance and compliance with RECCo’s regulatory obligations.
As this new team is established there will be opportunities to identify and consider where roles could align with specialist areas, domains or subject ownership across the team to ensure the team has the required diversity in skills, experience and subject matter expertise to cover the breadth and depth of the Retail Energy Code. Therefore, the role could be suitable to those with either a strong breadth of experience across the retail energy arrangements, or a depth of expertise in specific domains such as metering; energy theft; switching and registration; industry data governance; or technology, service architecture and market interfaces.
Your Responsibilities
Solution Design
* Lead the design for Change Proposals, service enhancements and projects impacting the Retail Energy Code and REC Services, in accordance with agreed design principles and quality standards.
* Analyse and define impacts to market requirements, participant roles, process flows and central systems.
* Develop effective and comprehensive design artefacts, position papers, and impact assessments for Change Proposals to ensure the efficacy of the REC change process and project deliverables.
* Provide support and leadership as a critical friend to other teams in RECCo, REC Service Providers and industry stakeholders on matters impacting the design and development of the Retail Energy Code and REC Services.
Design Governance and Assurance
* Support decisions taken by the Design Authority through clear, evidenced inputs in accordance with agreed Decision-Making Principles.
* Represent RECCo in formal design governance forums, working groups, and external events.
* Support consistent application of the REC Design Principles and Decision-Making Principles across your work, and in engagement with wider governance forums.
* Maintain version-controlled design artefacts and provide input to change logs and decision records.
* Support reviews of implemented changes to determine if benefits have been realised and measure the value of changes to the Retail Energy Code, to improve the efficacy and outcomes of the change process.
Cross Functional Collaboration
* Collaborate with internal teams, project teams, Service Providers and REC governance functions to ensure activities are coordinated and dependencies are managed.
* Collaborate with other Code Managers on cross-code impacting activities, ensuring proposals are developed efficiently in considerations of the wider-market impact.
* Ensure proposals are subject to appropriate consultation and are developed transparently, with input from impacted stakeholders, in accordance with good industry practice and Decision-Making Principles.
* Engage with Ofgem, DESNZ and other regulatory bodies as appropriate where there are dependencies and interactions required to support the design and delivery of changes to the REC.
Change Management
* Support the ongoing development, management and prioritisation of the REC Change Roadmap, ensuring this aligns with strategic priorities for the REC and agreed prioritisation criteria.
* Work with Service Providers, internal project teams and Change Proposers to ensure Change Proposals follow the appropriate process to support decision-making and prevent the need for send-backs or rejections due to issues with solution quality or due process.
* Take ownership of aspects of RECCo’s Delivery Plan against Ofgem’s Strategic Direction Statement (SDS) and provide regular reporting and updates in accordance with internal RECCo governance.
About You
* Understanding of the GB retail energy market and its regulatory framework.
* Understanding of the Retail Energy Code and its associated change and governance processes.
* Demonstrated experience in developing, reviewing and implementing solution designs and Change Proposals impacting regulatory arrangements.
* Understanding of technical design documentation and requirements traceability approaches.
* Excellent problem-solving and issue-resolution skills, with the ability to think “outside-the-box.
* Excellent communication skills, both written and verbal, able to understand and articulate complex issues.
* Good relationships with the REC stakeholders and appreciation of their interests.
* Strong attention to detail – able to identify seemingly small errors and discrepancies.
* Experience and understanding of legal drafting, and how this links to solution design.

* Specialist expertise in areas of the REC and/or other industry codes.
* Knowledge of system interface design and data architecture impacts (e.g., APIs, message structures).
* Experience working within a code governance structure or industry programme environment.
