Quality Matron- North Place

An exciting opportunity has arisen for the role of Quality Matron in the North Norfolk Place, covering community nursing and therapy services.
This role will ensure the quality and safety of care provided, as well as working as part of the senior leadership team, providing operational oversight and developing integrated neighbourhood teams.
Main duties
* To work as part of the place management team — leading on the quality agenda to include safety, patient experience and clinical effectiveness.
* To provide clinical leadership across the place for inpatients and community; to work with primary care network (PCN) partners on the quality and safety agenda.
* To lead on workforce development for the place.
* To represent the trust at local and pan Norfolk multi-agency meetings; to embed the trust values within the place and contribute to ensuring strategic objectives are delivered.
* To support the embedding of quality improvement methodology.
* To support the development of staff and learners, promoting a robust learning culture.

Job responsibilities
Main Duties and Responsibilities:
* To provide leadership delivering quality improvement in relation to safety, patient experience and clinical effectiveness, embedding the ethos of a safety culture. To provide oversight to the Community Hospital Inpatient Units and the South Place across all teams, including leading innovation and learning from incidents.
* To ensure a responsive and proactive approach to managing and learning from concerns and complaints.
* Contribute to the management of the clinical audit process and review of internal incidents.
* Work with the place to ensure a robust risk management system with appropriate escalation.
* Leading the continuous improvement required for harm-free care, safeguarding and infection control, monitoring practice and compliance.
* Creating and promoting a learning culture supporting a change to practice in light of this.
* To work with the PCN and other partners to deliver high quality care.
* Ensure internal assurance is adequate regarding quality standards to ensure an accountable process including reporting to the CCG.
* To explore current practice through quality improvement, identifying areas for development and working with staff in planning the appropriate change using research and experience to evaluate the outcomes.
* To coordinate practice, procedures and systems for clinical areas.
* To provide professional leadership, developing clinicians and clinical practice, assuring the provision of a safe, effective and evidence-based service to patients.
* Work with Social Care Leads to establish integrated pathways to support evidence base and best practice.
* Active participation in Local Safeguarding Adults Partnership to support multi-agency safeguarding across the Place, linking to wider Norfolk strategies; develop safeguarding strategies with the safeguarding lead nurse.
* Maintain clinical credibility by acting as a clinical practitioner in own area of expertise and supporting staff and learners by working regular clinical shifts.
* Be highly visible, accessible and approachable to staff, patients and the public to ensure open and honest communication channels.
* Monitor standards of care across defined clinical areas and instigate remedial action as needed, in conjunction with the Head of PCN.
* Lead high standards of practice aligned with care standards and government targets.
* Assess clinical skills required for safe, high-quality service; identify deficits and develop programmes to address them.
* Provide advice as required, internally and externally; act as a coach/mentor for staff; maintain a high clinical profile.
* Lead infection control initiatives and ensure compliance with Trust and NHS policies.
* Collaborate with Ward Manager to maintain PLACE standards and address PLACE actions/recommendations.
* Support audit, NICE guidance and relevant standards with a multidisciplinary approach to raise standards.
* Embed key practices to support high-quality care for vulnerable patients, including dementia and end of life; ensure NEWS2 and RESPECT are adopted and staff are supported accordingly.
* Support long-term plans and preventative care, promoting every contact count and empowering patients to manage their own care.
Management
* Represent the Place at multi-agency meetings (e.g.: clinical quality review group).
* Ensure staff have performance reviews and development plans to achieve competency, knowledge, and performance targets.
* Assist in resolving conflicts, investigate informal and formal complaints and QIRs as required.
* Investigate accidents and incidents with appropriate corrective action in collaboration with the Clinical Quality Director and Operations Director.
* Identify multi-agency incidents and share learning across Health and Social Care via the Head of PCN.
* Ensure efficient use of resources in clinical areas and act as an authorised signatory.
* Ensure patients follow agreed pathways of care and are supported towards safe, effective discharge.
* Ensure Health and Safety measures are implemented and adhered to.

Qualifications
* 1st Level Degree (or equivalent)
* Management or leadership course
* Evidence of CPD
* Commitment to achieve Masters level
* Registered Nurse, Physiotherapist or Occupational Therapist
Skills
* Demonstrable commitment to and expertise in nursing relevant to the field
* Evidence of managerial skills
* Knowledge of standard setting and audit process
* Experience of developing policies and procedures

* Ability to influence and work across professional boundaries
* Experience of managing a clinical team including HR aspects
