Clinical Director of Pharmacy and Medicines Management

As our strategic, clinical and professional lead for pharmacy, you will drive the development of high-quality, patient-centered services across both hospital and primary care settings. Working as a key member of an integrated Health Board, you will collaborate closely with senior leaders to bring our vision for pharmacy to life--delivering innovative models of care aligned with our Transforming Clinical Services Strategy. You will play a central role in shaping a confident, flexible and future-ready workforce, fostering seamless working across care interfaces and championing strong partnerships with multidisciplinary teams. Main duties of the job

Hywel Dda University Health Board is entering a period of significant transformation as we develop and implement our Transforming Clinical Services Strategy, reshaping how we deliver care for our communities. Pharmacy continues to grow as a profession, with new developments and opportunities emerging--supported by strengthened partnerships with local universities to bring research and innovation directly into practice. The successful candidate will be expected to provide professional, strategic and operational advice on medicines management to ensure all statutory requirements and standards are recognised and incorporated into the Health Board plans alongside providing advice on clinical and financial risk management, policies and procedures relating to medicines management. Within this position, the postholder will be responsible for managing and organising an integrated medicines management service to operational units ensuring service improvements, financial and performance targets are delivered and maintained whilst being the representative for the Health Board within the relevant professional advisory structures of the Welsh Government Health and Social Care Division, and other specialist interest groups as required, such as IM&T developments related to pharmacy and medicines management.

Hywel Dda University Health Board plans and provides NHS healthcare services for people living in Carmarthenshire, Ceredigion, Pembrokeshire, and bordering counties.

We have over 13,000 staff and together we provide primary, community, in-hospital, mental health and learning disabilities services.

We work in partnership with the three local authorities, as well as public, private and third sector colleagues, including our valued team of volunteers.

Our services are provided in:

Four main hospitals: Bronglais Hospital in Aberystwyth; Glangwili Hospital in Carmarthen; Prince Philip Hospital in Llanelli; and Withybush Hospital in Haverfordwest

Five community hospitals: Amman Valley and Llandovery hospitals in Carmarthenshire; Tregaron Hospital in Ceredigion; and Tenby and South Pembrokeshire hospitals in Pembrokeshire

Two integrated care centres: Aberaeron and Cardigan in Ceredigion, and several other community settings

47 general practices (six of which are health board managed practices); dental practices (including four orthodontic); 97 community pharmacies; 43 general ophthalmic practices; and 8 ophthalmic domiciliary providers

Numerous mental health and learning disabilities services

The ability to communicate in Welsh is desirable for this post. If you do not meet the Welsh Language requirements specified, the Health Board offers a variety of learning options and staff support to help you meet these minimal desirable requirements during the course of your employment with us.

Person Specification


Qualifications and Knowledge

* Member of the Royal Pharmaceutical Society
* Evidence of commitment to Continuing Professional Development
* Postgraduate Clinical or Technical Pharmacy qualification -or demonstrable equivalent experience
* Postgraduate management qualification relevant to the NHS -or demonstrable equivalent experience


Other

* Ability to travel between sites in a timely manner
* Welsh Speaker (Level 1)


Experience

* Extensive experience at a senior management level within NHS (hospital, primary care or community) pharmacy services
* Expert knowledge of and experience in implementing strategies and plans for the delivery of services and policy directives
* Evidence of leading and effectively managing complex organisational change
* Proven experience of project and programme management capability
* A proven track record of dealing with highly complicated situations and the delivery of challenging corporate objectives.
* Evidence of working within a highly complex and politically sensitive organisation
* Evidence of successfully influencing senior management and other professionals
* Advanced experience of financial and human resource management
* Experience of working with clinicians to deliver challenging cost reduction programmes whilst maintaining service quality
* Experience of a teaching/tutoring role
* Evidence of research
