Job Title: Commercial / Procurement Business Partner
Location: London / Mainly Remote site visits once or twice per month
Salary: Up to £65,000 + benefits
Fantastic new permanent opportunity for an experienced Commercial / Procurement Business Partner with this independent public authority based in London. My client’s procurement service has previously been a blend of internal and external support, but they are now bringing the service in-house to better serve the future needs of their stakeholders. They are transforming the way they operate and have an ambitious plan to provide centralised goods and services to simplify processes and ensure value for money and sustainability.
As the Commercial Business Partner, you will be responsible for delivering commercial and procurement services through a business partner model that aligns with the purpose of supporting democracy with great service, fair rules and wise spending. Through effective business partnering, this role supports and drives, compliant procurement and supplier management activity across the business. The role will be accountable for ensuring the business procures and manages contracts in line with best practice, offers guidance on the business requirements, suggest solutions to procurement needs, and coordinates procurement exercises and assist colleagues to manage their commercial contracts.
Key responsibilities
* Partnering with the business on commercial activities, engaging with key stakeholders and understanding budgets, pipeline planning, and commercial risks to ensure effective and compliant procurement performance across end-to-end supplier management.
* Providing advice on all stages of procurement and completing administrative processes, from inception to contract management, ensuring procurement activity is compliant with policy and achieves its intended outcomes.
* Supporting procurement capability across the business through knowledge sharing and delivery of procurement training, while driving best practice and compliance.
* Working to the supplier management framework and supporting the businesses people to ensure services are delivered, compliance is achieved, benefits realised, and that the business obtains value for money.
* Providing advice and guidance on best practice, ensuring processes are fully compliant with relevant legislation, regulations and controls, including policies set by CCS.
* Supporting the business to manage spend against strategic contracts and manage commercial issues within the wider supplier base. This may involve contract renegotiation, strategic issue resolution, and dispute or contract exit.
* Preparing timely and accurate contract and procurement information.
* Undertaking autonomous projects and other ad-hoc pieces of work as well as contributing to wider projects, as required.
Skills and Experience required
* Procurement experience and knowledge: demonstrable experience in procurement of multi-category services, including contract processes, with practical knowledge of the UK’s regulatory environment
* Public sector procurement: demonstrable experience of public sector procurement regulations and contract management, experience working with Crown Commercial Services (CCS) and up-to-date professional development on the Procurement Act 2023.
* Commercial capability: commercial acumen and sound decision-making and negotiation skills, with the ability to apply contract management principles to drive best practice and value for money.
* Business partnering skills: proven ability to build strong, collaborative relationships with a range of stakeholders, providing sound guidance and influencing decisions to achieve results and value for money.
* Project and workload management: able to manage multiple workstreams and work across different teams, balancing competing demands and priorities.
* Communication and engagement skills: excellent written and verbal communication, with the ability to build strong and effective working relationships at all levels.
* Flexibility and change: flexible approach to work, with a positive attitude towards change and continuous improvement.
* CIPS qualification (Level 5 or equivalent).
