About The Role
The Property and Planning Team in TfL Legal advises TfL, the Mayor, the Greater London Authority and the Mayor's Development Corporations (currently Oxford Street DC, Old Oak and Park Royal DC and London Legacy DC) on major developments across London. Help support an iconic public service that helps millions of people a day and helps drive the capital's economy.
We are looking for a planning lawyer as well as lawyers with expertise in one or more of the following areas: compulsory purchase/infrastructure projects; and property development (with particular focus on regeneration and housing projects). If you have experience in any of these areas, we are keen to talk to you.
The work of our team
The work of the Property & Planning Law team at TfL Legal is consistently high quality, complex and has a real-world impact, touching the lives of millions of people who live in, work in and visit London. Working as part of our team, you will have the chance to help shape London for generations to come. We work on some of the UK and Europe's largest brownfield development sites in London for the GLA and the Mayor's Development Corporations as well as TfL's own property development company, Places for London – one of London's largest landowners - developing major sites, providing new homes, offices and other commercial spaces and creating jobs across the capital, often in joint ventures with leading private sector development partners.
The team's planning lawyers advise the Mayor on his London Plan, which sets out a framework for how the capital will develop over the coming years, as well as advising the Mayor in his strategic planning role making decisions on major developments across the capital. The team advises on all aspects of Town & Country planning law, highways law, major infrastructure and other projects alongside planning policy development. Our advisory work encompasses governance issues, the exercise of statutory planning powers, and assessing the impact of new legislation.
The team also works on major transport infrastructure projects, advising on consenting regimes (such as Transport and Works Act Orders, Compulsory Purchase Orders and Development Consent Orders).
About You
We are looking for lawyers with a can-do, pragmatic approach and the ability to solve complex problems and introduce commercially-facing and innovative solutions. You will be well-organised, flexible and adaptable to changing circumstances with the initiative, desire and motivation to manage a varied caseload.
As a strategic advisor to the business, you will have excellent communication skills and will be confident advising senior colleagues across the organisation. You will be a skilled negotiator with the ability to influence and collaborate across teams. You will also be skilled at managing risk and handling sensitive and high-profile matters in a regulated environment.
We work with leading external law firms on many of our matters. You will have the necessary skills to manage and optimise those relationships, working collaboratively with external advisers to provide seamless legal support to the organisations we serve.
Specific Skills And Experience
Planning lawyer
You'll be an experienced planning and highways lawyer with significant experience of advising on a wide range of contentious and non-contentious planning, highways and major infrastructure/project matters. You will be able to work on relatively complex cases with minimal supervision. The role may include supervising junior members of the team.
Compulsory Purchase/infrastructure project lawyer
Advising TfL, the Greater London Authority and MDCs on their major projects, including transport infrastructure projects, housing and/or regeneration schemes. We are looking for a lawyers with expertise in compulsory purchase orders and other consenting regimes such as Transport and Works Act Orders and Development Consent Orders where you will provide strategic advice and guidance to the business.
Property development (with a focus on regeneration and housing schemes)
Advising TfL, Places for London, the Greater London Authority and MDCs on their commercial property development and housing and regeneration schemes. We are looking for lawyers with experience (in either the public or private sector) of working on large scale development or regeneration projects. You should have a good understanding of various types of contractual structures relating to development projects and how risk is allocated. Experience of the public procurement of such projects along with experience of developments around complex infrastructure would be useful, but is not essential.
Technical Skills, Knowledge & Experience
Degree level education or equivalent.
Qualified UK solicitor or barrister (or equivalent jurisdiction qualification), or an unqualified practitioner with substantial relevant experience.
Experience within the public sector or a regulated environment is helpful but not essential.
Significant expertise in at least one of the following areas: planning; compulsory purchase; property development; infrastructure projects.
Ability to manage external legal providers.
Strong project management capability and the ability to work with minimal supervision.
Strong understanding of the TfL/GLA landscape and wider planning/housing/regeneration/infrastructure/commercial property sectors.
Excellent interpersonal, negotiation and legal analysis skills.
