Job Title Energy Advice Case Worker (EACW)
Reporting To: Service Manager Employment, Skills, and Training
Contract Type: Fixed Term to 28 February 2026
Location: IHWC, Unit 18, ACE Business Park B33 0LD
Salary: FTE NJC Scale Points 2, £23,336.32
Working Hours 36.5 hours per week

JOB OUTLINE:

Under the direction of the Service Manager to provide advice and support to some of the most vulnerable disabled people presenting in fuel poverty in Birmingham to achieve a lasting solution to their situation. You will provide one to one information, advice and casework tailored to each client’s individual circumstances, delivered via multiple channels for accessibility. This will include financial and fuel efficiency assessments, where appropriate, and negotiating fuel debt on client’s behalf.

POSITION IN THE ORGANISATION:

In this role, you will be responsible for providing Energy Advice and Guidance on the Energy Redress programme.


MAIN RESPONSBILITIES:
•Clients will be identified through DRC’s wider advice services so benefits, debt and housing advice will have already been completed before they enter this service. You will be responsible for working with the most complex of cases through this project.
•You will also work with Green Doctor for physical house adaptation work such as draft excluders and problems with mould and we will continue to work with Age UK Solihull, Birmingham City Council Advice Team and the more generalist energy advice partnership led by BVSC.

•Provide free, tailored fuel poverty information, advice, and guidance to 500 vulnerable disabled people living in Birmingham presenting in fuel poverty over 2 years.
•Provide person centred assessments and action plans for each disabled person referred to the project.
•Ensure all actions identified are completed within the timeframes set.
•Where appropriate and given permission, act and negotiate with third parties, such as energy suppliers, on behalf of disabled people to achieve a resolution to their situation.
•Make referrals to other internal and external services to meet the needs of the client.
•Provide casework support until the client’s situation is resolved.
•Follow up with exited clients 3 months after to ensure their situation has been maintained and not deteriorated.

•Be adept in employing the correct procedures for dealing with any safeguarding incidents or concerns in line with DRC’s Safeguarding policies.
•Maintain personal and professional development to meet the changing demands of the job, participate in appropriate training activities and encourage and support staff in their development and training.
•Ability to work flexible hours, including evenings and weekends, in line with needs of DRC and the team.

The post holder will come in contact with vulnerable adults and will therefore be subject to a disclosure check at an enhanced level prior to confirmation of employment.

PERSON SPECIFICATION
Qualifications
Good standard of education including English & Maths (Essential)
NVQ 4 in Information, Advice and Guidance (IAG) (Desirable)
City and Guilds level 3 energy awareness quality qualification or willingness to complete this within first 12 months of employment (Essential)
Degree or equivalent qualification (Desirable)

Experience
A minimum of 12 months’ experience working in an advice/support/legal setting with disabled people or other social excluded groups. (Essential)
Proven track record of advocating on behalf of excluded groups, supporting them to achieve positive outcomes in relation to housing, welfare, debt, personal budgets, health, employment, access to statutory services (Essential)
Experience of caseload management, including developing and maintaining client case files (Essential)
Experience of working in a multi- faceted role within a small organisation (Essential)
Proven track record of meeting targets and working to deadlines (Essential)
Proven track record of networking and undertaking outreach work (Essential)
Previous experience of managing and supervising others (Essential)
Proven track record of working with disabled people (Desirable)

Knowledge (Essential)
Excellent ICT skills and the confidence to use ICT Packages to coordinate events and communications and record beneficiary data.
Awareness and understanding of equal opportunities
A clear understanding of the issues affecting disabled people and/or their families and carers
A good knowledge and understanding of housing, welfare benefits, personal budgets, education, health and social care legislation and its impact on the rights and entitlements of disabled people
A good knowledge and understanding of the support services available to the client group and referral processes to the statutory and non-statutory agencies
A good understanding of safeguarding procedures for vulnerable adults
Communicates clearly and can effectively remove barriers to communication
