To lead, manage and co-ordinate all aspects of large scale bids/proposals (and sometimes PQQs) ensuring that high quality, compelling proposals are delivered to the customer in a manner consistent with the Balfour Beatty Gated Lifecycle and our strategy for winning the right business.
To establish and maintain positive and effective relationships with customers. To manage elements of the Technical Services team, with focus on bidding and estimating function within the Delivery Unit, to deliver technical support during the tender and delivery process.
To knowledge share across the centres of excellence and the wider CSUK to deliver high quality bids and technical services.
What you'll be doing
As a Pre-Construction Manager, you will have the following accountabilities:
1. Participate in the selection of realistic, achievable, profitable opportunities
2. Formulate and agree bid, proposal & win strategies with senior management to secure profitable orders
3. Form relationships with the customer or their representatives to develop clear understanding of their requirements to enable development of our value proposition
4. Establish, manage and maintain an approved budget
5. Oversee and lead the preparation, coordination and delivery of presentations to customers as required, to successfully communicate our proposals
6. Attendance at key customer meetings and industry events (e.g. bidder open days)
7. Oversee the establishment, production and implementation of pre-construction management processes.
8. Develop technical expertise to differentiate the regional business from competing regional businesses
9. Ensure that technical support is provided throughout bids/proposals and delivery as required
10. Encourage knowledge sharing across Centres of Excellence and the wider Balfour Beatty Group (harness the capability of the larger organisation on a local basis)
11. Provide leadership to the design, development and engineering solutions teams, ensuring effective resource allocation to bid/proposal teams and projects
12. Lead and manage teams effectively to work with customers, to optimise value in bids/proposals and on projects
13. Support the Delivery Unit Commercial team in post bid/proposal negotiations
14. Ensure that identified risk and opportunity is managed as part of the pricing process
15. Participate in providing the winning strategy including margin/profit decisions
16. Supervise and provide commercial & technical advice to estimators
17. Assist with and prepare documentation for submission to the customer
18. Ensure that considered responses are produced to customer generated questions / queries during / after the tender/proposal process
19. Ensure that appropriate and adequate handover information is generated to enable the project operational and commercial team to fully understand the delivery strategy adopted in the tender/proposal and that all relevant documentation is transferred
20. Lead, coach and develop individuals to build high performing teams and create a pipeline of talent to both enhance and grow the team
Who we're looking for
21. Excellent communication skills and the ability to build relationships across the entire supply chain.
22. The ability to work under pressure and to tight deadlines is essential, as is a flexible attitude to deal with a variable and demanding workload. It is important to be a strong team player with proven experience of leading a work winning team, but also able to work on own initiative.
23. Able to prepare written proposals to Clients questions to form successful bids/proposals.
24. Strong all round knowledge of commercial issues is required alongside a good working knowledge of Microsoft Office packages and Estimating Systems prevalent within the industry
25. The individual will hold a valid CSCS card, hold membership of a relevant professional body such as RICS, CIOB or ICE or be qualified through experience gained in a similar role
