About The Role

As our Learning Disabilities Commissioner, you will play a central role in delivering high‑quality, evidence‑based and person‑centred commissioning across the Integrated Learning Disabilities Service (ILDS). You’ll work closely with colleagues across Adult Social Care, Health, the voluntary sector, service users, carers and providers to ensure our services reflect best practice, statutory requirements and the evolving needs of our residents.

You will lead commissioning projects across the full commissioning cycle—from needs analysis and service design to procurement, contract monitoring and service review. You’ll help drive system‑wide transformation programmes, support the development of innovative prevention and early‑intervention services, and ensure Learning Disabilities needs are well‑represented at strategic partnership boards and decision‑making forums.

This role comes at a pivotal time as we strengthen our market position, deepen our co‑production approach and deliver a more sustainable and resilient LD offer for the future.


What You’ll Do

* Lead evidence‑based commissioning to improve outcomes for adults with learning disabilities
* Undertake needs assessments and use data to inform strategic planning
* Develop high‑quality service specifications and deliver procurement activity
* Build strong relationships with providers, partners, clinicians and stakeholders
* Drive innovation, co‑production and best practice across the LD pathway
* Monitor provider performance and lead service improvements
* Contribute to cross‑Council transformation programmes and strategic partnership boards
* Ensure compliance with statutory and regulatory frameworks
* Champion person‑centred, strengths‑based and inclusive approaches

* Experience in commissioning, service development or strategic roles in health, social care or the voluntary sector is essential
