The Role
£50,269 to £54,495, pay award pending
We are looking for a Technology Solutions Manager to lead Bolton Council’s Technology Solutions team and deliver a high-profile change portfolio that supports the Council’s priorities. You will play a key role in shaping how technology enables services across the organisation, ensuring solutions are fit for purpose, secure and deliver value for money.
Working closely with senior stakeholders and colleagues across all directorates, you will translate business needs into a prioritised and achievable schedule of work aligned to the Technology Roadmap and digital strategies. You will oversee planning, resourcing and governance for delivery, using appropriate project management approaches to ensure projects land smoothly and benefits are realised.
You will provide strong day-to-day leadership for the team, supporting Technology Solutions Partners and working effectively with suppliers and third parties to resolve issues and improve service delivery. The role includes responsibility for managing relevant revenue and capital budgets, maintaining robust controls and audit readiness, and contributing to service continuity and disaster recovery planning to keep critical council services resilient.
About You
You’ll be an experienced technology delivery leader who can balance strategic planning with hands‑on management of a busy, multi-stream change portfolio. Comfortable working in a local authority (or similarly complex, regulated organisation), you’ll understand the political and customer context, and be able to build credible relationships with senior stakeholders translating priorities into a clear, deliverable programme of work.
You’ll bring strong portfolio, project and resource management skills, with a structured approach (e.g., PRINCE2 or equivalent) and the ability to use planning and control tools to forecast, track delivery and report performance. You’ll be confident shaping solutions with technical teams and suppliers, advising leaders on options and risks, and applying a proactive, creative approach to problem‑solving to keep work moving and benefits realised.
You’ll also need proven leadership and communication skills capable of leading and developing a small team, coordinating internal/external resources, and managing supplier and contract relationships effectively. A relevant degree (or equivalent professional/IT/management qualification or experience) is expected, with ITIL (held or working towards) beneficial, alongside sound financial awareness to manage revenue/capital budgets and maintain strong controls, records and audit readiness.
This position is a designated customer facing role requiring a specified level of spoken English as per the person specification.
