As part of this bold transformation, we’re creating exciting new leadership roles for passionate professionals ready to shape the future of our borough’s infrastructure.
We have exciting projects and development opportunities in which means we are looking for two collaborative leaders with real sector experience to join #TeamNEL in the following full time, permanent roles:
1. Strategic Lead for Highway Maintenance & Operations
2. Strategic Lead for Traffic and Transport

Strategic Lead for Highway Maintenance & Operation
This is more than just managing roads, it’s about shaping the backbone of our borough. You’ll lead a multi-disciplinary team covering street lighting, drainage, structures, flood risk, and more. You’ll champion safety, innovation, and value for money, ensuring our highways are maintained to the highest standards.
You’ll work closely with local communities, elected members, and regional partners to identify priorities, secure investment, and deliver real outcomes. Whether it’s developing a new asset strategy or responding to complex infrastructure challenges, you’ll be at the forefront of change.
What will your day look like?
3. Leading a team of engineers and technical experts to deliver core highway services.
4. Building strong relationships with stakeholders and partners to unlock funding and drive innovation.
5. Overseeing complex maintenance programmes and ensuring compliance with legislation and best practice.
6. Championing a place-based approach that reflects the needs and aspirations of our communities.
Strategic Lead for Traffic and Transport
This is your chance to lead a service that’s central to how people live, work, and move. You’ll oversee traffic management, road safety, street works, and sustainable transport initiatives, ensuring they align with local and regional priorities.
You’ll work closely with the Greater Lincolnshire Mayoral Combined Authority and other partners to secure investment and deliver projects that make a real difference—from safer streets to greener travel options.

8. Developing and implementing innovative transport solutions that support net zero goals.
9. Engaging with communities, stakeholders, and partners to shape and deliver transport priorities.
10. Aligning transport planning with broader economic and land use strategies.
