Job Description JOB DESCRIPTION JOB DESCRIPTION POST: PUBLIC PROTECTION & ENFORCEMENT MANAGER POST NO: EN260 DIVISION: COMMUNITY SERVICES SCALE: M ANY SPECIAL CONDITIONS: a) 37 hour working week including evening and weekend working as part of normal conditions of service. b) Authorised evening committee attendance qualifies for time off in lieu of overtime payment. c) Lieu time may be accumulated for other authorised additional hours worked. This must be taken within one month and any lieu time outstanding after that period will be discounted. d) Satisfactory clearance of a Basic Basic Disclosure and Barring checks will be a condition of employment. e) Essential User Car allowance (currently under review) f) The period of notice is two calendar months. g) This is a politically restricted post for the purposes of the Local Government and Housing Act 1989. The postholder is therefore unable to take part in political activity as defined in current regulations published by the Secretary of State. h) Full current UK driving licence will be a requirement of the role. RESPONSIBLE TO: HEAD OF COMMUNITY SERVICES RESPONSIBLE FOR : Principal Environmental Health Practitioners, Team Leader, Health Safety & Licensing, Environmental Health Technical Coordinator, Community Wardens Manager, Parking Services Manager MAIN PURPOSE OF SERVICE: Contribute to the health, wellbeing and safety of residents and the wider community through the delivery of a portfolio of key statutory and non-statutory public protection and other related services. This will be achieved through an appropriate balance of prevention and enforcement approaches in response to strategic and operational priorities. MAIN PURPOSE OF POST: To manage and develop all functions within the Public Protection and Enforcement Service that contribute to the health, wellbeing and safety of our community in accordance with statutory requirements and in keeping with Divisional/Council policies and objectives. These functions include environmental health, licensing, health & safety, community wardens, parking services, community safety. Act as the Council’s lead Officer on Public Protection matters Exercise Proper Officer functions assigned to the post SPECIFIC DUTIES OF POST: a) Be the Council’s Lead Officer on all Public Protection matters and exercise the Proper Officer functions and delegated powers assigned to the post in accordance with the Council’s constitution. b) Produce and deliver strategy and policy relating to services within Environmental Health, Licensing, Parking Services and Community Warden Teams, ensuring these meet the Council’s statutory obligations and the needs and expectations of the Council, its Members, residents, partners and stakeholders. c) Work with your officers to continuously assess and reassess the needs of the residents of the Borough with regards to Environmental Health, Licensing, Parking Services and Community Warden services, using appropriate business analysis tools as appropriate, as well as consultation with ward members, residents, partners and the voluntary sector on service proposals. To be responsible for the development and defining of services to increase compliance with food safety, health and safety, and licensing law and ensure the Council meets its duties concerning pollution control and port health matters. d) Support the Community Services Manager and other internal colleagues to develop and sustain strong and effective Community Safety partnerships and contribute to the development and delivery of related strategic plans and policy. e) Work in partnership with CBC teams, Sussex Police and other agencies to implement strategic Community Safety plans through effective operational responses across the borough. f) Oversee the management of the Community Warden Service, ensuring the team deliver against their purpose and maintain Sussex Police accreditation. g) Oversee the management of the Parking Service, ensuring the team deliver against their purpose and fulfil contractual obligations with WSCC to provide an on street parking service, as well as CBC’s ‘off street’ parking portfolio. h) Maintain technical, legal and operational knowledge of Public Protection and enforcement and other associated areas of work in line with business requirements. i) Ensure that Members, Corporate Management Team and involved parties are kept fully informed of sensitive, political, controversial or policy issues j) Ensure continuous service delivery improvement and identification of new opportunities to maximise service effectiveness, efficiency and income. k) Responsible for the management and leadership of direct reports, including their motivation, discipline, personal development and welfare. Provide a visible presence and empower all staff to use their own initiative in decision making. l) Accountable for all capital and revenue budgets within your service area. m) To carry out such duties as the line manager may, from time to time reasonably require. n) To carry out all duties in accordance with relevant legislation, Council policies, procedures and standards o) To actively promote the Council’s Corporate Equality Statement and demonstrate the standard of conduct which prevents discrimination taking place. p) To ensure full compliance with the Health and Safety at Work Act 1974, the Council’s Health and Safety Policies and Procedures and all locally agreed safe methods of work. q) To share the council’s commitment to safeguarding and promoting the welfare of children, young people and adults at risk as outlined in the CBC Safeguarding Policy. r) To ensure that all duties are carried out in compliance with both environmental legislation and a commitment to the Council’s Environment Policy. AMENDMENT DATE: 7/5/2021 POSTHOLDER’S SIGNATURE: CANDIDATE SPECIFICATION (This is for information only and should be retained by the applicant) POST: PUBLIC PROTECTION & ENFORCEMENT MANAGER POST No: EN260 SPECIFICATION CHARACTERISTIC ESSENTIAL DESIRABLE SKILLS/ABILITIES • Ability to lead, manage, motivate and empower staff • Ability to work effectively across a range of service disciplines and with a range of people • Problem solving skills and ability to challenge existing operating practices • Ability to plan ahead, as well as organise work on a daily basis • Excellent communication skills, both verbally and written • Good presentation, persuasion and listening skills. • IT skills (Microsoft packages) • Ability to create strategies and reports from complex information KNOWLEDGE • Legislation and policy relating to one or more of Port Health; Food safety; Health and safety; Licensing; Public Health, Pollution control • Knowledge of the issues facing local government and the impact on service delivery • Knowledge of how to lead and motivate staff • Knowledge of the workings of local government • Knowledge of methodology to improve services such as systems thinking principles QUALIFICATION AND TRAINING VERIFICATION WILL BE REQUIRED • Degree educated • Member of relevant professional body • Full current UK driving licence. • BSc (Hons) in Environmental Health • Member of Chartered Institute of Environmental Health • Management Qualification • Health & Safety qualification (NEBOSH) EXPERIENCE • Substantial experience managing one or more of the following disciplines; Port Health; Food safety; Public Health; Health and safety; Licensing; Pollution control • Preparation and implementation of service strategies and plans • Experience of successfully bringing about change • Experience providing witness testimony on behalf of employer in court / other formal setting • Experience managing parking and / or community warden or equivalent front line services • Managing procurement programmes for capital contracts. • Experience of delivering change using methodology such as systems thinking principles QUALITIES • Positive attitude to continuous improvement and the changes required to make it happen • Willingness to challenge and be challenged on your own assumptions • Flexible and reliable • Passionate about customer care and driving out waste • Calm under pressure • Political awareness • Ensure the Council’s values are embedded within the organisation and that employees assume ownership and accountability for their actions • An appetite for innovation and the application of creative thinking SPECIAL CONDITIONS • Ability and willingness to work evenings and weekends to meet the requirements of the post.
