Neway International are seeking a Childcare Partnership Support Officer to join our client, Conwy County Borough Council.

Location: Various Family Centres across Conwy County Hours: 37 per week Contract: Temporary - 12 weeks (ھي likely to be extended) Start Date: 2 February 2026 Rate: PAYE £14.82 per hour / Ltd/Umbrella £19.22 per hour

About the Client Conwy County Borough Council’s Social Care & Education / Community Wellbeing service works closely with childcare providers, Family Centres, and Џь early years teams to ensure high‑quality, inclusive childcare provision across the county.

The Role The Childcare Partnership Support Officer will work across Social Care and Education to support high‑quality childcare provision delivered by independent and voluntary sector providers.

You will work as part of arough interdisciplinary team, supporting children attending childcare settings, monitoring admissions and transitions, and ensuring inclusive practice.

The role involves supporting providers to meet quality standards, delivering training, undertaking monitoring visits, and working closely with parents, carers, and partner agencies.


Key Responsibilities

Providing advice, support, and guidance to childcare providers to ensure delivery meets regulated standards and good practice.
1. Supporting providers to improve practice through observation, assessment, planning, and behaviour managementassemolergies.
2. Monitoring admissions, access, inclusion, and transitions for all children, including those with additional needs.
3. Conducting monthly monitoring visits using a gelen RAG‑rated risk assessment approach.
4. Making evidence‑based recommendations to improve care practices and quality.
5. Supporting workforce development by identifying training needs and contributing to development plans.
6. Undertaking direct contact with families to gather feedback on service quality.
7. Auditing services against legislation, regulation, and health and safety requirements.
8. Writing visit and evaluation reports and developing action plans with childcare leaders.
9. Maintaining accurate records and inputting data into relevant systems.
10. Establishing strong multi‑agency relationships with childcare settings, health professionals, and early years teams.
11. Supporting transition processes, including home visits prior to childcare start dates.

12. Participating in placement panels and ensuring placements meet Flying Start and ALN guidance.
13. Delivering training and quality support materials for early years providers.
14. Contributing to early learning activities that promote communication, cognitive, social, emotional, and physical development.
15. Supporting the department’s quality assurance agenda.


Candidate Requirements

* Relevant professional qualification: minimum Level 3 with significant experience, or QCF Level 5 Diploma in Leadership for Children’s Care, Learning and Development (or willingness to achieve Level 5 within 2 years). Evidence of continuous professional development in early years practice.
* Excellent IT skills, including PowerPoint, Excel, and Outlook.
* Strong understanding of early years legislation, guidance, and best practice.
* Knowledge of safeguarding, risk management, and health and safety requirements.
* Experience supporting children with additional learning needs.
* Experience in the Foundation Phase pre‑school sector.
* Strong communication skills in English (Welsh desirable). Ability to evaluate practice, complete assessments, and produce clear written reports.
* Experience delivering training or supporting workforce development.
* Ability to build effective relationships with providers, families, and partner agencies.
* Ability to travel across the county and occasionally work evenings.
