We’re seeking a credible and inspiring Head of Organisational Development and Change to lead a dynamic team at the heart of our organisational journey. This is a unique opportunity for an established OD professional—perhaps already operating at head of service level—who is looking to broaden their experience through external engagement, strategic partnership working, and visible leadership.
As part of the Assistant Chief Executive’s directorate, you will lead the Council’s OD and Change function, playing a pivotal role in shaping our workforce strategy and culture. You’ll drive forward a wide-ranging and ambitious change programme, ensuring our leaders and managers are equipped to lead with authenticity, inclusion, and impact.
In this role, you will:
Provide strategic leadership across OD, organisational change, employee engagement, EDI, learning and development, and workforce transformation.
Champion atransformational approachto change, embedding innovation and continuous improvement across the organisation.
Lead withcredibility and gravitas, building trust and rapport with senior leaders, elected members, and external partners.
Drive anoutward-facing EDI agenda, ensuring our workforce reflects and serves our diverse communities.
Foster a culture ofinternal engagement, where staff feel valued, supported, and empowered to thrive.
Act as a visible and inspiring leader to your team, nurturing talent and modelling our values in action.
We’re looking for someone who brings:
A strong track record of delivering innovative OD solutions in complex environments.
Experience of leading transformational change with measurable impact.
Excellent relationship-building skills and a collaborative, partnership-oriented mindset.
The confidence to influence at the highest levels.
A passion for inclusion, engagement, and leadership development.

Until 31st March 2026 employees paid at Band D and above are subject to a temporary pay reduction of 1.15% spread out by means of a monthly deduction from each pay period over the full financial year.
