Full Time or Part Time: Full_Time

Description for Candidates:

1. Plan, develop, deliver and operate all aspects of the Area Headquarters maintenance program in compliance with established schedules and budgets. Responsible for managing the full scope of work activities related to assigned maintenance programs and operations for assigned areas.

How you will contribute:
2. Budget and Business Management: Recommend budget needs for fiscal year maintenance program. Direct the reporting of maintenance and state force construction work and the preparation of cost documents for labor, equipment, materials and progress. Manage on-going expenditures to remain within the allocated budget for the business units annual expenditures. Forecast monthly expenditures to stay within acceptable budget allocations. Take appropriate corrective measures during the budget year to ensure expenditures do not exceed budget allocations.
3. Complaint Resolution: Receive, investigate and respond to customer concerns through a variety of means (individual face-to-face meetings, in writing, etc.). Meet and coordinate matters of concern (highway helpline, road conditions, drainage, levels of service, etc.) with customers and resolve concerns within reasonable timeframe.
4. Direct Pavement and Sign Marking Crews: Assist with review of plant mix, slurry and surface treatment schedules to ensure accurate material quantities are included in contracts. Assist with maintaining and updating PM condition sketches. Schedule and direct planned and unplanned pavement marking duties within prescribed schedules, deadlines and budgets. Coordinate with other TE work groups to obtain maximum utilization. Monitor production activities for maximum production within reasonable timeframes. Develop short and long term work plans for crews. Ensure pavement and sign markings assigned to district do not fall below the minimum level of service. Monitor markings and make recommendations on replacement schedules and methods of replacement. Ensure vehicles, buildings and storage areas are maintained in a clean, orderly manner. Ensure equipment is properly maintained to reduce or eliminate downtime. Enter data into Virginia Traffic (work zone notification) system.
5. Emergency Operations: Provide guidance and supervision to Area Headquarters emergency maintenance operations by ensuring the implementation of emergency plans to include incident management, snow removal and hurricane preparedness.
6. Inventory Control: Maintain an overstock rate as required. Maintain sufficient stock levels to ensure long-line, hand message is not interrupted. Ensure appropriate segregation of duties, compliance with IMS policies and procedures and meet established deadlines. Plan, develop and monitor IMS Program, following purchasing requirements and meeting IMS Goals. Ensure bills are paid on time. Responsible for IMS management transactions and the storage of related documents. Ensure system generated inventory counts are completed within mandated deadlines. Establish, monitor and adjust stock and re-order levels and surplus material reports ensuring they are completed in an accurate, timely manner and authorized by signature. Respond to local audit findings, ensure resolution to irregularities, and ensure back-up personnel maintain adequate proficiency levels doing IMS functions.
7. Job Safety: Manage the Area Headquarters safety program to ensure compliance with workplace safety techniques and guidelines. Monitor the safety program and implement improvements. Promote safety of equipment, self and others. Manage the maintenance of a clean, orderly and safe work environment.
8. Program Management: Monitor maintenance and hired equipment contracts for compliance with required specifications. Inspect roads in assigned area of responsibility for maintenance needs, make recommendations and develop schedules. Prepare and enter cost quantities and descriptions as related to flexible pavement schedule operations. Create and submit a variety of reports and documents to support maintenance operations.

17. Knowledge of business principles related to inventory control and procurement.
18. Knowledge of inventory management practices.
19. Knowledge of management principles, methods and procedures.
20. Skill in organizing and planning work within a budget and developing cost estimates.
21. Skill in providing and promoting good customer service to internal and external customers.
22. Skill in reading standard roadway and bridge construction plans and recordkeeping.
23. Skill in the use of computers and software applications.

Minimum Qualifications:
24. Ability to gather data, maintain accurate and up to date records, conduct research, and create reports and correspondence for personnel, equipment and materials.
25. Ability to interpret and apply policies and procedures.
26. Ability to schedule, plan and monitor work activities.
27. Considerable experience with highway construction and maintenance equipment, materials and work methods, practices and procedures.
28. Demonstrated ability to organize and plan work within a budget develop cost estimates and manage inventory.
29. Experience supervising staff.
30. Skill in reading road and bridge sketches.
31. Skill in the use of computers and software applications.
32. Valid driver's license.

Additional Considerations:
33. A combination of training, experience, or education in Business Administration, Transportation Operations or related field desired.
34. DEQ Erosion and Sediment Control certification
35. Experience in maintenance and construction of roads. Supervisory experience.
36. Experience leading emergency operations activities.
37. Experience managing performance and applying progressive discipline.
38. Experience planning, developing and managing a budget and monitoring inventory.
