Are you an experienced Programme or Project Manager with a strong track record delivering public‑sector re‑procurements and contract mobilisation? We’re supporting the Metropolitan Police Service (MPS) to appoint a Fleet Services Programme Manager to play a critical role in the re‑procurement and transition of key fleet service contracts during a period of organisational change.
This is a hands‑on delivery role suited to someone who thrives in complex environments, can work autonomously, and is confident operating across commercial, operational and governance stakeholders.
* Duration: 6 months (with possibility of extension)
* Rate: £550 per day via Umbrella or via £420.93 per day via PAYE
* Working model: 3 days per week at office Hybrid
* Location: Sidcup (Marlowe House)
The Role
Fleet Services is undergoing an operating model redesign while managing the exit and re‑procurement of several major goods and services contracts. This role will lead delivery from the Fleet Services perspective, ensuring new contracts are mobilised successfully with minimal disruption to business‑as‑usual operations.
You’ll work closely with MPS Commercial Services (who run the formal procurement process), while owning programme delivery, stakeholder coordination, contract transition and BAU handover.
Key responsibilities
* Lead the re‑procurement and mobilisation of fleet service contracts, including:
* Conversion & decommissioning services
* Collision repair services
* Develop and manage programme plans, milestones and reporting
* Own risk, issue and dependency management
* Coordinate stakeholders across Fleet Services, Commercial, technical leads and corporate functions
* Support early market engagement (EME) activities
* Develop Specifications of Requirements (SoR), KPIs and evaluation criteria in collaboration with stakeholders
* Participate as an independent evaluator in tender evaluations
* Manage contract exit and transition, ensuring operational readiness
* Produce governance papers and support approvals through appropriate forums
* Lead handover to BAU and ensure documentation is complete and accessible
What we’re looking for
* Proven experience as a Programme Manager / Senior Project Manager
* Strong background delivering public‑sector procurements and contract mobilisation
* Solid understanding of public procurement governance (PCR / Procurement Act environment)
* Experience managing complex transitions and service mobilisation
* Confident stakeholder manager with the ability to influence without authority
* Comfortable working autonomously in a fast‑paced, changing environment
* Excellent written and verbal communication skills
* Strong attention to detail and confidence handling sensitive information
