Job Description

We have an exciting opportunity to be involved in the strategic planning and business management of the largest digital transformation programme within the Environment & Business directorate. The Regulatory Services Programme is responsible for delivering digital services that will transform how the Environment Agency regulates.
You will lead within the Programme Management Office (PMO), providing valuable input into the financial and business management of the Programme to support risk mitigation and remove barriers to delivery, ensuring alignment with our business case and delivering value for money.
We are looking for someone with a strong track record in managing complex financial information, collaborating to drive value for money, and influencing ongoing investment.
Key tasks include:
1. Understanding the financial and economic cases underpinning the Programme’s business case and spending review bids.
2. Ensuring programme deliverables align with strategic objectives within the business case, owning the change control process.
3. Supporting the Programme Manager to ensure changes to Time, Cost, and Quality are assured, working closely with delivery teams to ensure affordability and value for money.
4. Managing queries from senior stakeholders and delivering regular programme reports, including financial tracking across EA, Defra, and external suppliers.
5. Supporting investment and funding activities with the Programme Manager and Director.
6. Ensuring the programme adheres to governance and assurance requirements.
7. Supporting ongoing business management through whole life cost allocations.
The team
The Digital, Innovation, and Programmes team are responsible for implementing the Digital Strategy across E&B, setting the strategic direction for digital services that will transform regulation.
You will work in a multidisciplinary team alongside Defra shared services and third-party suppliers to shape delivery of user-centered online services and digital platforms, making them more efficient, simpler, and faster to use.
Experience/skills Required
Experience that would be beneficial but not essential includes:
* Experience working in a fast-paced, dynamic programme.
* Extensive digital skills across Microsoft products (Excel, SharePoint, PowerBI, etc.).
* Experience managing complex financial information.
* Understanding of financial, business planning, and budgetary processes, including charge funding, CDEL, and RDEL definitions, recharges between Defra and EA.
* Purchase order raising experience.
* Experience with business cases, EA and Defra approval routes, and change control processes.
* Experience working in a digital programme (helpful but not essential).
* Awareness of governance around spend control and assurance processes.
* Proven ability to lead and own work areas, engage stakeholders, and drive innovation and best practices.
Additional information
You will have an incident management development objective, with support and training provided. The role is flexible regarding location, with an EA Office base and potential for remote work. Some travel and overnight stays may be required.
