The role
The Role The Qualified Supervisor – Peabody Maintenance is the technical authority responsible for ensuring all Non EICR, maintenance activities under Lot 3 of the Peabody Term Programme are completed safely, compliantly and in accordance with applicable legislation, standards, client requirements and company procedures. Reporting to the Peabody Maintenance Contracts Manager, with a dotted-line responsibility to the Technical Manager, the post-holder provides technical leadership, supervision and competency oversight to Site Supervisors, Engineers, Specialist Operatives and Specialist Subcontractors delivering Emergency Lighting, Portable Appliance Testing (PAT), Lightning Protection Systems (LPS), Photovoltaic (PV) Systems, Height Safety Systems and associated remedial works. The Supervisor is accountable for technical compliance, certification quality, engineer and subcontractor competency, audit performance and maintenance standards across all disciplines within the Peabody planned and reactive maintenance portfolio. The role acts as the primary technical escalation point for maintenance compliance matters and supports the successful delivery of statutory compliance obligations across the contract. Key Responsibilities Direct line and people management of Site Supervisors, Engineers and Specialist Operatives. Following the People Manager Guide to ensure that you build a high-performance team, create an accountable and values-driven culture, and nurture the growth and development of team members. Conduct regular performance reviews, provide coaching and mentoring, and support career development pathways. Supervise the day-to-day activities of Engineers and specialist subcontractors undertaking planned maintenance, inspections, testing, reactive repairs and remedial works across the non EICR aspect of Lot 3 of the Peabody Term Programme. Support the Contract Manager in the delivery of contractual compliance programmes, ensuring works are completed safely, efficiently and within agreed timescales. Conduct regular site inspections, quality checks and post-inspections to verify workmanship, technical compliance and adherence to company standards. Conduct technical audits, quality inspections and performance reviews of subcontractor-delivered works and implement corrective actions where required. Lead the day-to-day supervision of specialist security subcontractors, ensuring compliance with contractual KPIs, certification requirements, company procedures and client standards. Review subcontractor RAMS, competency records, training records and site documentation to ensure compliance prior to works commencing. Provide technical oversight, guidance and quality assurance across all maintenance compliance disciplines, including Emergency Lighting, Portable Appliance Testing (PAT), Lightning Protection Systems (LPS), Photovoltaic (PV) systems and Height Safety equipment, ensuring inspections, testing, certification and remedial works are completed in accordance with applicable legislation, British Standards, manufacturer requirements, client specifications and company procedures. Review and provide technical guidance on remedial works arising from Fire Risk Assessments (FRA), compliance inspections, maintenance defect reports and client compliance actions, ensuring effective resolution and ongoing statutory compliance. Support the implementation of safe systems of work, ensuring engineers comply with RAMS, company Health & Safety procedures and site-specific requirements. Provide technical support, coaching and guidance to engineers and improvers, promoting best practice and consistent standards across the contract. Support the onboarding and technical approval of specialist subcontractors by reviewing qualifications, accreditations, competency records, certifications and technical capabilities relevant to their discipline Monitor subcontractor performance, quality, compliance and certification standards and escalate concerns to the Contract Manager where required. Act as the primary technical escalation point for complex maintenance compliance issues, interpreting standards, manufacturer requirements and industry guidance to support operational delivery and ensure consistent technical decision-making. Act as the designated Qualified Supervisor in accordance with NICEIC requirements where applicable and maintain oversight of all electrical certification issued under the company’s registration. Identify technical skills gaps, performance issues, quality concerns and competency deficiencies through audits, supervision visits and performance reviews, implementing targeted training and development plans to improve competence, quality and compliance performance Develop and deliver technical training programmes, toolbox talks and competency workshops to engineers, supervisors and apprentices, ensuring teams remain current with legislative changes, client requirements and industry best practice. Ensure full compliance with all applicable statutory obligations, including Electrical Safety Standards Regulations, Building Safety requirements, Awaab’s Law obligations and client-mandated compliance procedures Monitor engineer productivity, utilisation and work quality, ensuring resources are effectively deployed to meet contractual and operational requirements. Support the delivery of satisfactory PPM outcomes wherever reasonably practicable through appropriate remedial recommendations, technical guidance and quality control processes. Discharge supplier-side Principal Contractor duties under CDM 2015, including site-specific RAMS supplied to Peabody before works commence, daily asbestos checks against Peabody’s asbestos portal/register before each visit. Review work-in-progress activities, monitor completion progress and assist in removing barriers to delivery. Liaise with residents, client representatives and other stakeholders in a professional manner, promoting positive customer experiences and maintaining company standards. Carry out electrical testing, inspection, installation and maintenance works as required Ensure all documentation, job records, photographs and certification information are completed accurately and submitted within required timescales. Review and approve certification, inspection reports, maintenance records and associated documentation completed by engineers and specialist subcontractors prior to issue to the client. Ensure safe working procedures in accordance with the current health and safety regulations and all other relevant regulations. Prepare quotations and variations and liaise with suppliers and order materials where required and c reviews of incomplete jobs (‘WIPs’) Support investigation and resolution of technical escalations, defects, complaints, incidents and non-conformances. Ensure personal CPD and CPD for direct reports is kept up to date and recorded Support business improvement initiatives and contribute to the achievement of operational, quality and compliance objectives. What You Will Have Required:City and Guilds NVQ level 3 Electrotechnical Qualification or equivalent Required: AM2 practical assessment Required: Completed apprenticeship Required: City and Guilds 2391-51 or equivalent Required: City and Guilds 2382-18 – BS7671 18th Edition update. Required: Demonstrable experience operating as a Qualified Supervisor within an NICEIC, NAPIT or equivalent accredited environment Required: Detailed working knowledge of BS 7671, Electrical Safety Standards Regulations and EICR processes within residential and social housing environments. Required: Experience supervising electrical testing engineers and reviewing certification within a compliance-led environment. Required: Strong IT skills, including client portals, mobile workforce systems, certificate-management software (PDF upload with naming conventions) and Microsoft 365. Preferred: SMSTS and IOSH Managing Safely (or NEBOSH General/Construction Certificate); working knowledge of CDM 2015 Principal Contractor duties. Key Performance Indicators / Accountabilities Personal and Engineers/Improvers CPD to be kept up to date and recorded (Minimum >98% of staff CPD kept up to date) Team Development – Successful completion of performance reviews, development plans and competency assessments for all direct reports. Client & Accreditation Performance – Positive outcomes from client audits, NICEIC assessments and compliance inspections with no major findings attributable to technical supervision failures. Peabody SLA Compliance – Meet or exceed Peabody’s contractual response, compliance, repair and certificate-turnaround SLAs every month, with no rolling-quarter SLA breach attributable to technical performance. Technical Compliance & Certification Quality – Achieve 100% compliance with applicable legislation, standards and company procedures across audited works; maintain a minimum 98% first-time acceptance rate for certification submissions, inspection reports and audit reviews across all maintenance disciplines. Health & Safety Compliance – Ensure full compliance with company Health & Safety procedures, RAMS and safe systems of work, with zero preventable breaches attributable to site supervision. Legislative & regulatory compliance – ensure full compliance with all applicable statutory obligations, including Electrical Safety Standards Regulations, Building Safety requirements, Awaab’s Law obligations and client-mandated compliance procedures. Engineer & Subcontractor Competency – 100% of directly employed operatives and specialist subcontractors maintaining valid qualifications, competency assessments, DBS checks (where applicable), accreditations and training records relevant to their scope of work Resident Experience – Support achievement of Peabody resident satisfaction, first-time fix and complaint resolution targets across Lot 3 What We Offer At Fixatex, we believe great work deserves great rewards.
