Defence Medical Services, Whittington Barracks, Lichfield, Staffordshire, WS14 9PY Job Summary The Defence Safety Authority (DSA) is an independent regulator, assurer and investigator for Health, Safety and Environmental Protection. Empowered by Charter from the Secretary of State for Defence, its scope covers the entirety of Defence and encompasses all armed forces personnel, civil servants, and contractors in the UK or abroad. Defence Medical Services Regulator (DMSR) is one of eight independent Regulators within the DSA. The DMSR has responsibility for the regulation, assurance and enforcement of healthcare delivered by the Defence Medical Services (DMS). Through audit, oversight and continuous surveillance, the DMSR aims to provide the Secretary of State for Defence, through the Director General of the DSA, with the necessary assurance that appropriate standards of patient and DMS staff safety are maintained in the delivery of healthcare across Defence activities. For this campaign we are looking for a Healthcare Inspector to support the delivery of our audit activity. This is a full-time role of 37 hours per week. Regular travel within the UK will be required and occasional travel overseas may be required. Job Description The DMSR Inspector HEO post is based at DMS Whittington Barracks in Lichfield, although hybrid (office / working from home) options are possible. The current responsibilities include: Support the delivery of DMSR-led inspections across a broadening Defence inspection remit, including the DMSR assurance programme of Defence healthcare. Create, review, and analyse DMSR-led inspection reports. Engage with the Regulated Community, attending DMS and DPHC meetings as required. Engage with Care Quality Commission( CQC) inspectors regarding matters arising from the DMSR assurance programme of Defence healthcare. Support the development of methodologies that enable DMSR 3LOD (Third line of Defence) activity. Contribute to the DMSR Safety Review Process and Automated Significant Reporting System (ASER) Review Panels. Support SO1 Assurance key outputs. Work with the DMSR SEO inspector, to develop DMSR led assurance inspections. Support the CQC led inspections as required. Create, review, and analyse DMSR led inspection reports to ensure continuous oversight. Assist in the drafting of the DMSR Annual Assurance Report. Person specification The Successful Candidate Must Demonstrate A strong track record of leadership. Experience working under tight deadlines and in environments where priorities can change rapidly. Strong communication skills, including collaborating with stakeholders. Established written skills. Effective management of competing demands, making key decisions and providing recommendations for effective change. Able to motivate and inspire diverse teams and make difficult decisions. The post holder must adhere to the MoD Equality & Diversity Policy. An awareness of Defence Health & Safety and Environmental Protection Regulations Desirable Criteria The Successful Candidate Should Have Experience of assurance or auditing of healthcare facilities, including interaction with CQC staff. Encouraged to have a collaborative management style and be comfortable liaising with a wide variety of both military and civilian personnel. Experience of supporting organisational transformations. Strong communication and negotiating skills and the ability to build effective relationships at all levels, including with senior officials. A good understanding of complex information and be able to simplify and contextualise it, making informed challenges and decisions where necessary. Requirements to attend other locations for official business, or work in another MOD office, will also count towards this level of attendance.
