Time 4 Recruitment is delighted to be working with one of the UK's largest maintenance and service contractors. We have a fantastic opportunity for a permanent Decarb Retrofit Contracts Manager in Oxford. As a Retrofit (Decarb) Contracts Manager, you will lead and manage retrofit contracts from inception to completion, overseeing energy-saving projects such as insulation, low-carbon heating systems, window/door replacements, ventilation, and energy installations.
The Decarb Retrofit Contracts Manager will work on projects across sectors including Social Housing, Education, Local Authority, Healthcare, Retail & Leisure, Industrial, and New Build Housing. To be considered, you must have strong knowledge of retrofit standards PAS2030, PAS2035, and ECO. The ideal candidate will be a Retrofit Coordinator or a qualified Retrofit Assessor with experience in project management and/or technical management of M&E systems/heat networks.
Key Responsibilities:
1. Lead and manage retrofit contracts from inception to completion, ensuring projects meet client requirements, budgets, and deadlines.
2. Prepare programmes of work and manage operational delivery within agreed budgets, objectives, and targets.
3. Oversee energy-saving projects, including insulation, low-carbon heating systems, window/door replacements, and ventilation improvements.
4. Implement and ensure compliance with health, safety, welfare, and employment policies and legislation.
5. Understand contract obligations and ensure all requirements are met.
6. Develop excellent relationships with client representatives and stakeholders.
7. Ensure the effective delivery of retrofit solutions in line with client commitments and external funding requirements.
8. Maintain full compliance with regulations such as Electrical, Gas, Building Regulations, ECO, PAS2030/2035, and other funding sources.
9. Address client enquiries, issues, and requests promptly.
10. Manage engineers and sub-contractors, providing technical support and performance management.
11. Facilitate team meetings covering performance reviews, H&S, company updates, and training.
12. Conduct site inspections to monitor health and safety, quality, and productivity.
13. Prepare site reports, designs, and drawings.
14. Collaborate with the commercial team to manage costs, budgets, and profitability.
Essential Requirements:
* Minimum 5 years' experience managing retrofit, construction, or energy efficiency projects.
* Strong knowledge of retrofit standards (PAS2030/2035, ECO), building regulations, and energy-saving technologies.
* Proven experience from apprenticeship to site management.
* SMSTS, IOSH Managing Safely, CSCS Managers category qualifications.
* Knowledge of Temporary Works Procedures, site admin methods, and ability to interpret drawings.
* Good commercial awareness and knowledge of construction methods and materials.
* Proficiency with Microsoft Office, AutoCAD, Power Project.
* HSE recognised First Aid at Work qualification.
* Full driving licence.
Benefits include a salary of £50,000 per annum, bonus on target achievement, a car allowance of £6.5k + fuel card or £8k for an electric vehicle, 23 days annual leave plus bank holidays, a good pension plan, and company phone & laptop.
