Procurement Manager
Location: Belfast
Hours: Full-time, 37 hours per week
Salary: £47,304 per annum

The Agri-Food and Biosciences Institute (AFBI) delivers world-class science to support agriculture, the environment, and the wider economy. Sponsored by the Department of Agriculture, Environment and Rural Affairs (DAERA), AFBI provides evidence-based research and monitoring that informs government policy and promotes sustainability in Northern Ireland and beyond.
Key Responsibilities
The main duties of this role would include:
1. Provide procurement advice and guidance to the wider organisation and training and mentoring of AFBI staff in good procurement practice.
2. Act as the lead contact between AFBI and DoF CPD ensuring effective prioritisation of AFBI projects.
3. Represent AFBI on DoF Procurement liaison / collaboration groups and guide and represent AFBI in procurement based legal challenges in partnership with AFBI's Legal representative.
4. Develop AFBI as a centre of good practice in procurement ensuring and enabling compliance with all DoF guidance, associated policies and good practice; · Develop management information systems and oversee contract monitoring via AFBI's Contracted Supplies and Services database.
5. Provide timely, accurate and relevant management information to AFBI Sponsor Branch, AFBI EMT, AFBI Board and AFBI Audit Committee.
6. Oversee all procurements, particularly those below £50k in line with CPD guidance.
7. Ensure adequate recording and control mechanisms are in place.
8. Represent AFBI on all procurement related Audits and provide management responses. Follow up on all management responses to ensure implementation within agreed timescales.
9. Management of AFBI Stores; and · Management of all AFBI travel and accommodation bookings.
Essential Criteria
10. A Level 3 qualification* or equivalent
AND
11. 5 years' Procurement experience including 2 years managing a Procurement team.
OR
12. A Level 4 qualification* or equivalent
AND
13. 4 years' Procurement experience including 2 years managing a Procurement team.
OR
14. A Level 5 qualification* or equivalent
AND
15. 3 years' Procurement experience including 2 years managing a Procurement team.
16. Desirable - Public Sector Procurement experience
