Overview
The Joint Strategic Policy Unit is recruiting permanently for a Band 10 / Grade 6 Head of Policy. Location options include 102 Petty France, London or 5 Wellington Place, Leeds, with occasional travel between Leeds and London. The MoJ has two main sites for head office operations (Leeds and London) and applicants may be based at either location; expansion of the Policy Group in the northern hub is a priority. The role is part of a large government department with a broad remit across justice policy and operations, including strategic planning and delivery of high-priority projects. The unit provides policy advice to senior officials, Ministers and across Government, focusing on immediate challenges in the prison and probation system and longer-term strategic planning. We work collaboratively across the MoJ, HMPPS and other government departments on a range of policy and operational topics, including election planning, criminal justice reform, funding settlements for prison and probation, prison capacity responses, policy reviews (e.g., vetting), prisoner remand and resettlement services, and probation supervision requirements. Responsibilities
* Line management of MOJ Grade 7s / HMPPS Band 9s
* Oversight of the portfolio of work across the team to ensure delivery leads have clear milestones and adequate resources
* Corporate leadership of the team (including budget, recruitment, and planning)
* Delivery support for the most complex and high-priority areas of policy development
* Managing a high-performing team that responds quickly to urgent commissions, briefing and advice for seniors and ministers
* Contributing to making the Joint Unit a great place to work
Qualifications and experience
* Experienced line manager with strong interpersonal skills
* Excellent communication skills (written and oral) and significant experience working with senior leaders and ministers
* Proactive and adaptable to the needs of the Deputy Directors, senior leaders and Ministers
* Range of relevant criminal justice policy and/or operational experience is highly desirable

The MoJ offers Hybrid Working arrangements where business need allows. This role can be worked in the UK (not overseas). Some roles may not be suitable for Hybrid Working; arrangements will be discussed and agreed with the successful candidate(s) and reviewed regularly. For nationally advertised roles, appointments will be to a MoJ office location, which may be a Justice Collaboration Centre or Justice Satellite Office. Some terms and conditions are changing as part of Civil Service reform; details will be provided in offer material. Standard full-time hours are 37 per week (unpaid breaks). HMPPS supports flexible working and job-sharing where appropriate, and external candidates may be subject to a 6-month probation. Internal candidates may be offered a loan or secondment basis subject to business unit approval.
