The Housing & A Fairer Stockton-on-Tees service is looking to appoint an enthusiastic, innovative, and self-motivated individual to join the Selective Licensing team. The role involves regulating housing conditions and management practices in the private rented sector within the borough.
This is a fixed-term role to cover a period of maternity leave, expected to end on 30th June 2026.
The team is committed to improving housing conditions and protecting residents, ensuring everyone has a safe and well-maintained home. We adopt a dual approach: working positively with landlords who take their responsibilities seriously and taking strong action against those who neglect their duties, using legislation effectively.
The primary focus of this role is conducting property inspections to ensure compliance with legal standards, addressing unsatisfactory conditions, and investigating poor housing management within the private rented sector.
Applicants should demonstrate:
1. Experience in private sector housing enforcement or licensing.
2. Knowledge of relevant legislation, regulations, and codes of practice for enforcement actions.
3. Experience in producing formal correspondence, statutory notices, work schedules, technical reports, and plans.
4. Practical knowledge of investigative and enforcement procedures.
Experience with assessing housing conditions using the Housing Health and Safety Rating System (HHSRS), preparing witness statements, case files, and representing cases in court or tribunals is desirable but not essential.
Good interpersonal skills, a flexible and professional approach, and alignment with the Council’s culture are essential.
This is a fixed-term position; secondment opportunities for internal staff will be considered with prior approval from your current manager, in accordance with the council’s policy.
