We’re part of the Housing Needs Team, working across Warrington to prevent homelessness and support those most in need. You’ll join a passionate team committed to reducing rough sleeping and improving lives. You’ll report to the Senior Housing Needs Officer (Tenancy & Support) and work closely with partners including social care, health services, police, probation, and local charities.
The role
As a Rough Sleeping Navigator, you’ll provide proactive, person-centred support to individuals who are rough sleeping or at risk. You’ll deliver outreach in the town centre and known hotspots, act as a single point of contact for clients, and help them access safe and sustainable accommodation. You’ll also coordinate multi-agency responses, manage referrals into the Emergency Night Hub, and oversee a flexible outreach budget to remove barriers to housing.
A key part of your role will be taking statutory homelessness applications, meeting them where they feel most comfortable. This could be in our offices, at hospitals, on the street, or in a night shelter, wherever works best for them.
Your main working base will be the council offices at Time Square, but this role is highly agile. You’ll work from whichever location best meets the needs of the people you support. Due to the nature of the role, there is no home working and post holders will be required to work in person to provide effective support.

What's needed?
Experience working with vulnerable individuals, particularly those experiencing homelessness and complex needs.
Experience delivering outreach or street-based engagement services.
Ability to work independently, manage a caseload, and prioritise effectively.
Strong interpersonal skills and the ability to build trust with people facing multiple disadvantages.
Full UK driving licence and access to a car.

Key Dates & Further Information
The role is full-time, 37 hours per week, Monday to Friday, 6:00am – 2:00pm. With early mornings and occasional out-of-hours work may be required for outreach.
The successful applicant will take part in the statuary out of hours on-call phone service for the homelessness team.
We’re recruiting for two roles, both initially fixed term for 12 months. We expect these posts to become permanent following future funding announcements from MHCLG.

The ability to converse at ease with customers and provide advice in accurate spoken English is essential for the post.
