We have an exciting opportunity to contribute to the strategic planning and business management of the largest digital transformation programme within the Environment & Business directorate. The Regulatory Services Programme aims to deliver digital services that will revolutionize environmental regulation.
You will lead within the Programme Management Office (PMO), providing valuable input into financial and business management to support risk mitigation, remove barriers, and ensure value for money.
We seek someone with a proven track record in managing complex financial information, collaborating to drive value for money, and influencing ongoing investment.
Key Tasks include:
* Understanding the financial and economic basis of the Programme’s business case and spending reviews.
* Ensuring deliverables align with strategic objectives and managing change control processes.
* Supporting the Programme Manager in assuring changes to time, cost, and quality of work-packages, working closely with delivery teams.
* Managing stakeholder queries and delivering regular financial and programme reports.
* Supporting investment and funding activities with the Programme Manager and Director.
* Ensuring adherence to governance and assurance standards.
* Supporting business management through whole life cost allocations.
The Team
You will work with the Digital, Innovation and Programmes team, responsible for implementing the Digital Strategy across E&B, and collaborate with Defra shared services and third-party suppliers to deliver user-centered digital services.
Experience and Skills Required
Experience that is beneficial but not essential includes:
* Experience in fast-paced, dynamic programmes
* Proficiency in Microsoft products (Excel, SharePoint, PowerBI)
* Experience managing complex financial data
* Understanding of financial and business planning processes, including charge funding, CDEL, RDEL, and re-charges between Defra and EA
* Experience with business cases, approvals, and assurance routes
* Knowledge of governance around spend control and assurance processes
* Ability to engage stakeholders and drive innovation
