Overview
Job holders within this Group Profile will be responsible for managing the transactional activity within their relevant administrative Hub. They will line‑manage staff and apply all Human Resources (HR) related policies and practices, carrying out people‑management duties such as disciplinary investigations, performance management and staff appraisals. This is a non‑operational role that may involve contact with prisoners depending on the area of work.
Responsibilities
* Contribute to the development of local policy, procedures and practice and ensure consistent application.
* Manage devolved budgets in accordance with the financial procedures outlined in the budget delegation.
* Manage the achievement of Service Delivery Indicators (SDIs) and standards within the work area, verifying and signing off documentation as appropriate.
* Attend relevant unit meetings to provide feedback on best practice and promote efficient ways of working.
* Analyse and act on data collected by the Hub, producing reports to show findings.
* Ensure accurate data entry into local and national systems within agreed timescales.
* Monitor Hub performance and provide management information to the Head of Function.
* Draft all external and internal communications on behalf of the Hub.
* Provide first contact point for relevant external stakeholders.
* Act as requisitioner or approver, dependent on local policy.
* Manage all staff within the area, including performance, development, annual appraisal and sickness absence management.
Essential Skills, Qualifications and Accreditation
* Able to deal effectively and assertively with staff at all levels.
* Proficient user of MS Word and MS Excel.
* Strong information collation and analysis skills.
* Completed specific training in the specialism once appointed to post.
* For internal applicants: new promotion to Band 5 first‑line manager roles requires completion of a qualification as part of work objectives where available.
* For external applicants: a Band 5 Hub Manager and Facilities and Services Manager must complete the qualification where available.
Essential Experience
Previous experience in a people‑management role, with demonstrated ability in line‑management, performance and disciplinary procedures.
