Job Description Summary: This is a full time - Fixed Term Position for 12 months to meet the demands of the service. Proposed Interview Date: 19th May 2026 ROLE AND PURPOSE To continually develop Improvement maturity across the organisation delivering positive outcomes. Leading a team within the Corporate Transformation Team focussing on a programme of process re-engineering, optimising processes and the identification of automation opportunities to drive cashable savings and service improvements. Pivotal to the role is the involvement and engagement of the Directorates/Service areas sharing knowledge and expertise. This role will lead the cross functional best practice improvement community: sharing, ethusing and empowering a range of improvement techniques aligning to strategic organisational objectives. The role will also work alongside IT colleagues to ensure the Directorates/Service areas are ready to implement new technologies and embed them driving outcomes trackable significant benefits ongoing. Provide expertise to assist in the development of Business Cases, Project Plans and cost benefit analysis. The role will provide an independent analysis and review of business change proposals, including savings proposals vetting, validation and priorisitation. Co-ordinates, directs and leads the Corporate Improvement Programme to ensure change and transformation programmes meet the organisations financial and operational objectives and requirements. Active engagement with Directors and CST providing the required governance framework to manage risk issues and benefit realisation. Develops and implements corporate processes and procedures, directing project management staff, to define, prioritise, improvements and develop Agile change management, projects and programme deliverables. Responsible for establishing and managing the programme management function with the aim of ensuring programmes are delivered efficiently and effectively using the prescribed ‘best practice’ approach and delivered within the agreed scope, time, cost and quality. Leads and co-ordinates a wide range of resource expertise during the various improvement stages. Ensure directorate and corporate programme linkages and opportunities for service synergies and avoid duplication of effort or conflicting programme outcomes and actions, involving the effective scoping and business case management. Communication with the corporate strategy team, elected members, officers and stakeholder groups regarding programme planning and tranches, including milestone management; risk and issues management; and customer engagement. Integral to the role is the financial management, resource forecasting, change control, dependency management and ensuring the delivery of key change objectives to facilitate the realisation of identified budget savings. To be part of the Corporate Transformation Management Team and deputise for the Head Of Service/Strategic Lead necessary at various meetings, including chairing Corporate Programme Boards. PRINCIPAL ACCOUNTABILITIES: 1 StrategyEnsure the successful implementation of the Council’s Improvement programme enabling transformational ambitions. Monitor Programme reporting and establish and embed effective programme management monitoring procedures, frameworks and standards to ensure effective corporate reporting, providing high level status reporting is established and corrective action is planned and actioned where necessary.To provide project and programme support and direction including initiating, creating and delivering effective improvement change programmes and the adherence to prescribed procedures across all Council directorates. Providing specialist project management skills to support service department staff to deliver change improvement programmes and related deliverables, including targeted financial savings.To provide advice and direction in service business planning, processes and performance. To challenge and provide direction in developing strategies to improve service efficiency and realise cashable savings, with ongoing reference to social, economic, technological and environmental changes. Bring high level experience to lead in the delivery of change programmes incorporating the establishment of cross discipline project teams, supporting the creation and delivery of business cases and related change programmes and plans consistent with the needs of service users and the objectives, priorities and targets of agreed local strategies and corporate plans.Champion and advocate prescribed improvement techniques, change management and project management methodology and contribute to the development and preparation and implementation of cost-benefit analyses, capacity planning and resource tracking to direct project managers and programme managers across the council. 2 Customer FocusUndertake pro-active, professional support to services and be able to demonstrate full commitment to exceptional customer care and service in all improvement activity.To be customer focused and use customer insight and feedback when formulating service strategy and delivery. Promotes a proactive and professional customer experince, including advocacy of prescribed processes and an effective undertanding of customer requiremenmts and demands. Proponent of customer engagement to support customers and services in developing new business cases and supporting Directorate change improvement programmes. Continues to drive a positive service culture as part of the corporate change agenda. 3 Performance ManagementTo be a visible leader who inspires and demands continuous customer and value focus and improving efficiency in service delivery. Develop and manage effective governance and performance management for assigned change improvement programmes that includes target setting, assessing performance against targets, taking corrective action and reporting on performance and governance issues - with recommended actions.Takes responsibility for driving the performance of Council wide projects and programmes as well as working with project and programme managers in service based programmes, to maximise results.Champions the use of evidenced based analysis to enable the development of solutions to identify opportunities for more effective business operations and service delivery - delivering related cashable savings.Provide effective governance arrangements. Promptly highlighting and putting forward remedial actions where governance or project management is inadequate. 4 Leadership – To be a visible and effective leader modelling exemplary behavior for staff in promoting a culture of seeking excellence in the quality of service provision and of valuing equality and diversity in all aspects of service delivery and employment practices. To actively promote and foster a culture of organisational learning and development, including the identification and coaching / mentoring of staff with talent and leadership ability. Also including visible support for staff development and training more widely, leading to a high standard of service delivery and customer careBuild and lead wider teams of key council officers and external partners to implement assigned change improvement programmes to agreed milestones that deliver improvements and cost effective Council services. 5 Statutory ObligationsElements of change projects cover statutory functions and the postholder will ensure compliance with all relevant legislation and policies when developing business cases and service delivery options. Also takes account of legislation that promotes equality to access, respect for Human Rights and vulnerability of people and minority groups. 6 Emergency Management and Response (Grade 13)In fulfilment of its statutory requirements under the Civil Contingencies Act, the Council operates an out of hours emergency response rota of which this post is part. The post holder will be required to assist in any emergency situations when an incident is declared. This does not apply to this post as it is grade 12. 7 Partnership Working To maximise the benefits of partnership working and to develop and implement joint working and improvement initiatives with internal stakeholders and external organisations, to achieve and sustain service excellence and to attain user participation and ownership, making key decisions regarding links with partners and external organisations impacting on service delivery. To explore and secure funding from external or partner sources where appropriate. 8 Elected MembersTo build strong and positive relationships with all Elected Members that recognises and responds to their various roles and responsibilities and provides information and professional advice on all aspects of strategic development and delivery of all services. 9 Representation and ReputationTo represent and promote the Council on division and directorate related issues at appropriate local, regional and national forums, maintaining and developing working relationships enabling effective management of the Council’s professional and public reputation, including relationships with the media, Government agencies, and other key bodies.
