Role Summary
The Apprenticeship Operations Manager will lead a team of 10–12 Skills Coaches delivering apprenticeship standards across a range of sectors. The post-holder will ensure all delivery is compliant with the Education Inspection Framework (EIF), DfE Apprenticeship Funding Rules (2025–2026), and audit protocols. They will drive performance, uphold quality, and create a culture focused on learner outcomes, regulatory excellence, and sustained impact.
Key Responsibilities
Leadership & Performance:
* Lead, coach, and hold Skills Coaches accountable for high-quality delivery aligned with company values and expectations.
* Set clear, measurable objectives linked to learner achievement, compliance, and contract performance.
* Conduct monthly performance reviews, 1:1s, and CPD planning to develop a capable and confident team.
* Monitor CPD completion and ensure delivery teams meet all professional development targets.
Quality Assurance (Ofsted EIF Compliance):
* Oversee and evaluate the intent, implementation, and impact of all apprenticeship programmes.
* Support staff to deliver a coherent, ambitious, and knowledge-rich curriculum aligned to each apprenticeship standard.
* Monitor teaching and learning to ensure that learners know more, do more, and remember more, evidencing learning progression and application in the workplace.
* Promote strong planning and execution of off-the-job training, ensuring it meets minimum required hours and is evidenced properly.
* Support staff in preparing for deep dives, enabling them to confidently articulate curriculum design, sequencing, and learner progress.
* Ensure high standards in behaviour and attitudes, personal development, and safeguarding, in line with Ofsted’s expectations.
* Lead regular internal quality reviews and prepare for Ofsted inspections with evidence-backed assurance.
Compliance & Funding Rule Adherence:
* Ensure compliance with all elements of the DfE Apprenticeship Funding Rules 2025–2026, including: Learner eligibility and initial assessmentRecognition of prior learning (RPL) and reduction of cost/duration; Training plans and timely progress reviews; Evidence of off-the-job hours, TNP1/TNP2 pricing, and English/maths support where applicable; Change of circumstances, withdrawals, breaks in learning, and completion processes.
* Validate that all apprenticeship records (including ILR, training plans, commitment statements, and eligibility checks) are complete, accurate, and compliant.
* Maintain robust evidence and audit trails to reduce risk of DfE clawbacks and funding recovery.
Audit Readiness & Data Integrity:
* Ensure all records and processes align with internal and external audit requirements: Ensure accurate ILR coding, funding band compliance, and appropriate use of public funds; Resolve data anomalies within 48 hours of detection; Ensure all documentation (meeting notes, reviews, reports) is uploaded and shared within 48 hours.
* Conduct internal compliance reviews and contribute to continuous process improvement to reduce audit risk.
Contract & KPI Management:
* Deliver performance in line with Total Training Provision’s KPIs: 95% achievement rate; 100% progress review compliance; ≤5% audit errors, learners behind progress, or unfunded status; ≤5% documentation and quality assurance issues; 100% onboarding and ePortfolio setup within 4 weeks of enrollment.
* Achieve monthly financial targets, working to ≤10% behind contract profile and ensuring 1-month payback on any early withdrawals.
Learner & Employer Experience:
* Ensure every learner and employer receives a professional and responsive service: Monthly employer progress reports; Quarterly progress and service reviews; Timely response to complaints or concerns; Satisfaction survey response rate ≥60% and satisfaction ≥95%.
* Embed British values, careers education, and learner personal development as standard parts of the learner journey.
Collaboration & Cross-Functional Delivery:
* Work closely with Quality, Compliance, Curriculum, MIS, and Business Development teams.
* Support curriculum design and strategic planning aligned with employer needs and sector changes.
* Represent the company during funding audits, Ofsted inspections, and stakeholder reviews.
Essential Criteria:
* Proven experience in apprenticeship or FE operations management.
* Deep knowledge of the Education Inspection Framework and DfE Apprenticeship Funding Rules.
* Track record of achieving performance, funding, and audit success.
* Experience managing teams to deliver compliant and high-impact learning.
* Familiarity with ILR systems, audit evidence standards, and Ofsted readiness.
Desirable Criteria:
* Recognised teaching or assessing qualification (AET, PGCE, TAQA).
* IQA or Lead IQA status.
* Experience across a range of apprenticeship standards and sectors.
