Britain’s energy system is undergoing a profound transformation, and the electricity transmission network will play a critical role in enabling a secure, affordable and net-zero future. Ofgem is looking for a Deputy Director of Electricity Transmission to lead our work on regulation at a time of unprecedented investment and national importance.

We’re offering a permanent, senior leadership opportunity at the heart of the UK’s energy transition. This role sits within our Infrastructure Group and will play a key role in shaping the regulation of electricity transmission, supporting the delivery of significant network investment while ensuring value for money for consumers.

Operating at the centre of a high-profile regulatory portfolio, you’ll influence decisions with major financial, delivery and reputational implications. You’ll help ensure the transmission network supports greater resilience and energy security, enables new generation and demand, and delivers real value for consumers.

Helping set direction, build capability and support a collaborative and inclusive culture, you’ll provide leadership across the electricity transmission portfolio, guiding a large, diverse, multi-disciplinary team and working closely with colleagues across the organisation.

We’re looking for a credible and experienced leader with a strong background in network regulation and the electricity transmission sector. You’ll be comfortable making robust decisions in a fast-paced, changeable environment, applying analytical judgement and engaging with a wide range of senior stakeholders, all whilst communicating complex issues clearly and confidently.

The Government’s energy policy is to move away from a dependence on imported gas for power generation and instead produce it in GB, using a range of technologies including renewables and nuclear. To enable this transition and meet new demands from industry and households while maintaining security of supply and controlling costs we need to significantly increase investment in the electricity transmission network and maintain the necessary regulatory arrangements to oversee efficient delivery.

We are looking to recruit a Deputy Director, Electricity Transmission to lead our network regulation of the electricity transmission sector, responsible for the implementation and operation of the new RIIO-3 price control starting in April 2026 and the development of future price reviews. The post-holder will lead the implementation of the new regulatory arrangements under RIIO-3, overseeing this transformational network investment programme while holding the electricity Transmission Owners (TOs) to account for their delivery against key performance targets.

A key part of the RIIO-3 price control for electricity transmission will be the effective management of all in-period funding mechanisms, overseeing the significant pipeline of investment expected during the 2026 to 2031 RIIO-3 period. This will be essential in facilitating the investment required to deliver new generation and demand, supporting the delivery of clean power targets while ensuring costs remain efficient and deliver excellent value for money for consumers.

You will also oversee and advise on Ofgem’s overall approach to onshore network regulation, preparing our approach to future price review processes. You will be an active member of the Network Price Controls and wider Infrastructure Group leadership team. You will directly lead a diverse team of around 30 multi-disciplinary professionals under the Electricity Transmission portfolio, while working closely across other specialisms including regulatory finance, engineering, major project delivery, legal and cyber.

Person specification

* Proven experience in network regulation, gained either through price reviews and/or related network regulation activities (LEAD)
* Proven aptitude for leadership, with experience in building capability in diverse multi-disciplinary teams (LEAD).
* Proven ability to make robust decisions at pace with significant financial and reputational implications.
* Skilled in engaging, influencing, and collaborating across levels and with diverse internal and external stakeholders, while projecting credibility and confidence. Adept at communicating complex technical information clearly and concisely, ensuring understanding and alignment among varied audiences.
* Strong analytical skills, with proven ability to think critically, validate and interpret complex data, and to challenge and sense-check outcomes. Demonstrable experience in applying regulatory economics and/or conducting efficiency analysis and investment project appraisal.
