Overview
Join NHS Business Services Authority (NHSBSA) in a transformative leadership role, delivering the Future NHS Workforce Solution. The solution will build upon the Electronic Staff Record (ESR), the HR and payroll system for the NHS, which processes £55 billion in payments each year to NHS colleagues and covers 7% of the UK workforce.

You will lead a team dedicated to helping NHS organisations prepare for their workforce transformation. It is about enabling the NHS workforce to thrive in a modern, digital environment and supporting long-term organisational change. Some travel across NHS regions will be required.
Main duties
We are seeking a candidate with a deep understanding of workforce systems and experience in service delivery and optimisation within complex organisations. You should be able to lead teams, influence stakeholders at all levels, and manage large-scale projects. Excellent communication and data analysis skills, combined with a strategic mindset, are essential.
Accountabilities include
* Lead the optimisation of the current workforce solution across a range of NHS user organisations.
* Lead annual assessments of the workforce solution, identifying opportunities for optimisation aligned with strategic workforce objectives.
* Maintain an in-depth technical and functional understanding of the current workforce solution to influence senior stakeholders and maximise benefits from optimisation.
Establishment and management of the Readiness and Implementation Team
* Support the Senior Implementation Leads in creating and developing the Readiness and Implementation team, setting strategic goals and ensuring resources, framework, and procedures to support user organisations.
Data Insight & Reporting
* Accountable for data quality and insight collection for the current workforce solution and readiness for the future solution.
* Support development of sustainable reporting frameworks to capture intelligence on user organisations readiness and the integration of HR, Payroll and IT systems, over a five-year horizon.
Stakeholder Relationship Management
* Build and manage relationships with NHS regions, ICBs/ICSs, and user organisations up to senior leadership level to foster engagement on current optimisation and future design.
* Influence commitment from user organisations and communicate complex information to senior stakeholders as required.
* Represent NHSBSA on internal and external boards as required.
Developing the capabilities of the User Organisations
* Help develop frameworks to assess change management and wider capabilities for optimising the current solution and implementing the future solution.
* Collaborate with future supplier teams to develop materials, skills, and products to support user organisations.
* Provide resource planning knowledge and budget awareness to support readiness projects, including preparing PIDs and documentation.
Leadership, Governance, and Continuous Improvement
* Provide leadership aligning operational goals with programme objectives, establish governance standards, and manage risks and opportunities.
* Promote adaptability and continuous improvement to align with user needs and evolving system requirements.
Team Leadership and Line Management
* Lead and develop the implementation team, foster collaboration, set goals, monitor performance, and provide coaching and development opportunities.
* Promote accountability, innovation, and continuous improvement; deputise for the leadership team where appropriate.
Ways of working
* Collaborate with the Implementation team, the NHSBSA programme team, and other NHSBSA teams.
* Maintain understanding of NHS terms, conditions, and workforce strategies, and how NHS organisations operate.
* Communicate with all levels of NHS staff and contractors or consultants involved in the service.

Qualifications and Experience
Essential
* Degree in relevant discipline (e.g., Public Sector Management).
* Project Management Qualification – PRINCE2 Practitioner or equivalent.
Desirable
* Master’s degree or equivalent; leadership qualification level 4 or above; Change Management qualification (e.g., PROSCI); Data Analytics or Data Management certification.
Personal Qualities, Knowledge and Skills
* Leadership and team management; project and programme management; stakeholder engagement; data analysis and insight; change management; communication and influence.
Desirable
* Knowledge of workforce solutions/ERP systems; ability to operate in a complex environment; ability to plan for NHS landscape changes; understanding of continuous improvement methodologies (PROSCI, Lean, Six Sigma).
Experience
* Leadership experience in operational service delivery, programme management, or change management, ideally in technology or workforce solutions.
* Track record in managing system implementations and leading teams through transitions; stakeholder management at senior levels; data insight and reporting experience; contributing to new function or programme establishment.
Desirable Experience
* Experience in HR, workforce management, or ERP/HR systems; NHS or public sector experience; familiarity with continuous improvement methodologies.
