Role Overview

As a Highways Maintenance Works Coordinator, you'll thrive on keeping everything moving by managing schedules, permits, and emergency responses with precision. You'll enjoy working across teams and making real-time decisions that have a direct impact on the safety and efficiency of Leeds's roads., As our next Highways Maintenance Works Coordinator, you'll be responsible for planning, coordinating, and overseeing all maintenance activities on the highway network to ensure safety, efficiency, and compliance with regulatory standards. Additionally, you will handle administrative tasks for the non-illuminated signage team to support the timely completion of their projects. Acting as the key point of contact between internal teams, contractors, and the public, you will leverage your strong organisational skills and meticulous attention to detail to ensure accurate and timely information management, contributing to seamless operations., This role will play a central function between Highways Maintenance Depots, and Leeds City Councils Network Management Team. They will provide key information on coordinated Local Road Schemes and respond to emergency unplanned works and the raising of TTRO/Ns in accordance with the Traffic Management Act 2004, The Road Traffic Regulation Act 1984, and NRSWA 1991. To provide continuous support to operational teams to always maintain compliance in line with policies and legislations. Where tasks will include liaising between Highways Operatives and Network Management, to ensure works are carried out by meeting the approved criteria. Additional tasks will focus around applying for permits, administering the customer care, and updating and maintaining accurate records of planned works and real time data for the travelling public and other stakeholders. The post holder will play a pivotal role in ensuring the reduction in Fixed Penalty Notices to Leeds City Council through their thorough system interrogation and collating updated information. The team will also support the Non-Illuminated Signs Team, in assisting with cost reconciliation, and dealing with enquiries from the public and elected members. This role is predominantly office based, working flexibility between our three Depots. Hybrid working will also be included.


Responsibilities

* Supporting the three Highways Depots and Drainage Team.
* Assist in the administration of Highways Maintenance projects.
* Creating permits including provisional advance authority notices and emergency works.
* Serving, closing, and registering of notices for planned works in accordance with Street Works Legislation.
* Monitoring and working with the life span of permits including any adjustments, modifications, and refusals to ensure works are carried out in a timely manner.
* Obtaining up to date notice information where applicable to reflect real time works status and ensuring Street works timescales are met.
* Creation and distribution of customer care letters in a timely manner as to alert the public to ongoing works.
* Keeping accurate records and files updated.
* Keeping a tight scheduling of works as per the programme, including supporting documents such as utility service plans.
* Creating accurate and specific legal applications for TTRO/Ns on one.network for approval and processing by network management. Also allowing other promoters and public to view ongoing and upcoming works.
* Work with the wider team in resolving delays and disruptions to the programme.
* Engaging with both office and field staff.
* Liaise with the internal network when appropriate.
* Provide technical support to others on aspects of Highways Permits.
* Undertake defined activities, or a small range of the department's activities to ensure delivery of best value services to customers, to meet the objectives of the council's corporate plan and comply with Information Governance Standards.
* Actively support continuous improvement initiatives through contributing to cross Council schemes and supporting the Highways Maintenance Service.
* Be accountable for the safety of staff, service users and contractors in accordance with Legislation and the Council Health and Safety Policy.
* Represent the Service, the Department and the Council for matters relating to Highways Partnerships.
* Ensure the work of the team is produced in accordance with legislation and to the appropriate local, national, and corporate standards, policies, and practices.

* Analyse daily reports for ongoing, upcoming, and closing works, aiding in preventing clashes of work and streamlining processes.
* Collating data from internal and external coordination meetings to feed back to depots.
* Analyse data from network team, feeding back to operations teams' areas for improvements to help prevent further FPNs and comply with inspections.
* Working in collaboration with the Non‑Illuminated Signs Team to assist with caseload management, cost reconciliation, and liaising with external partners, members of the public and elected members., Understand and embrace Leeds City Council Values and Behaviours and codes of conduct.

* This role is based in the UK. Home Office guidance states that candidates must evidence their right to work in the UK prior to commencing employment, either as a UK or Irish citizen, under the EU Settlement scheme or having secured any other relevant work visa.
* Educated to GCSE standard (minimum 'C' Grade) in both English and Mathematics.
* Ability to work to specified work programmes and timetables.


Knowledge Required

* General office procedures and practice.
* Legislation, regulations, policies, inspections, and performance information applicable to the service area and level of the post.
* New Roads and Street Works Act (1991).
* Traffic Management Act (2004), TTRO/Ns, Street Manager, and accompanying codes of practice.
* Legislative compliance procedures.
* Understanding of FPNs and associated breach under transmission of noticing.


Experience Required

* Experience dealing with matters which are highly sensitive and confidential.

* Experience working in equivalent service or operational area relevant to this role.

* Awareness of asset management, highway engineering and maintenance practices.
* An understanding of and commitment to sustainability in service delivery.
